BOARD APPOINTMENTS


1. Planning and Zoning Commission - Councilmember Guenther appointed Cathy Hoechst to the Planning and Zoning Board

2. Lake County Arts and Cultural Alliance - Jackii Molsick was appointed as the alternate to this board


CONSENT AGENDA - approved with a unanimous voice vote


1. Request approval of Meeting Minutes

- July 19, 2022 City Council Regular Session Minutes

- July 25, 2022 City Council Work Session Minutes


ACTION ITEMS

1. Request approval to waive fees for Mount Dora Pop Warner. Approved 7-0.


2. Request approval of the Agreement between The Charter Board for Round Lake Elementary School and the City of Mount Dora for School Resource Officer Program 2022-2023. Approved 7-0.


3. Request approval of the Agreement between the City of Mount Dora and Borrelli + Partners, Inc., for Design and Engineering for the Community Resource and Recreation Center. Approved 7-0, contingent upon clarification of the engineer’s provided project timeline to meet the 120 day completion for Phase 1 and 180 day completion for Phase 2.


PUBLIC HEARINGS - RESOLUTIONS/ORDINANCES

1. Request approval of First Reading of Ordinance No. 2022-40, Change in Zoning – Lake County Water Authority (Greenbelt Zoning). Approved 7-0.


2. Request approval of First Reading of Ordinance No. 2022-11, Annexation for Mt. Dora Hills, LLC, et al (36.61 Acres). Approved 7-0.


CITY MANAGER'S REPORT - based on rising natural gas costs our electric rates have increased as of August 1, 2022. The average household that uses 1,000 kWh will see a monthly increase from $136/month to $173/month. City Manager also announced several promotions within City Hall that have occurred over the last few months. Congratulations to those well deserved promotions.


CITY ATTORNEY'S REPORT - nothing to report.

We immediately reconvened as the Northeast CRA Governing Board for two items:


ACTION ITEMS

1. Request for the Northeast Community Redevelopment Governing Board to approve the Agreement with Borrelli + Partners, Inc., for Design and Engineering services for the Community Resource and Recreation Center and authorization for the Mayor to execute the Agreement on behalf of the Northeast CRA. Approved 7-0


2. Request approval of Agreement with Habitat for Humanity of Lake-Sumter Florida, Inc., related to the Home Repair Grant Funding Program, and authorization for the Mayor to execute on behalf of the Northeast CRA. Approved 7-0.
