Presentations:

  1. Donation of Butterfly Garden Sculpture. Library Manager Cathy Lunday made a presentation regarding a Kaleidoscope Sculpture that has been donated to the W.T. Bland Library and more specifically, to the Nunan Butterfly Garden. There is a 40 sq. ft. area within the garden that was in need of a centerpiece. 9 local ladies donated the $8,000 needed to purchase the sculpture and it will be dedicated on Friday, December 17th at 10am. The public is encouraged to attend.


Board Appointments:

  1. Lake Community Action Agency-Public Information Officer Vershurn Ford has been reappointed to this seat.
  2. Advisory Board Appointments-we had many board appointments Tuesday evening. The complete advisory board/committee rosters will available on the City’s website very soon.
  3. Lake-Sumter MPO Governing Board-Councilmember Rolfson was nominated to the MPO Board along with Vice Mayor Crail as the City’s alternate pick.


Consent agenda: This passed unanimously.

Action Items

  1. Request Adoption of Resolution 2021-140, Wastewater Plant #1 Rehabilitation Loan. This passed 7-0. We can look forward to a review of the design of the renovated facility in February 2022.


Public Hearings

  1. Approval of Final Reading of Ordinance No. 2021-07, Annexation for Route 46 Properties, LLC (33.38 acres). This passed 7-0
  2. Approval of Final Reading of Ordinance No. 2021-20, Annexation for FRB Properties, LLLP. This passed 7-0
  3. Approval of Final Reading of Ordinance No. 2021-22, Change in Zoning FRB Properties, LLLP. This passed 7-0
  4. Approval of First Reading of Ordinance No. 2021-23, Annexation for Mount Dora Groves (224.56 acres). This passed 7-0
  5. Approval of First Reading Transmittal Hearing Ordinance No. 2021-24, Large-Scale Land Use Map Amendment for Mount Dora. Motion to continue the matter for 60 days to enable a City Council workshop to be held for further public input. The motion passed 5-2 vote (Guenther & Rolfson).


City Manager Report-City Manager Patrick Comiskey informed Council that a sewer repair project that was reported to cost $10,000 wound up costing $15,000. He also had our Public Works/Utilities Director let us know that the $1.5 million lift station in the Wolf Branch Innovation District is now fully operational and ready to service growth in that area. This was funded with grant money from Lake County which we will pay back through impact fees once growth continues in the Wolf Branch Innovation District.


City Attorney’s Report

  1. Discussion and direction pertaining to appointment terms for City Boards and Committees. This was moved to be the second item for discussion under the City Attorney’s report and subsequently was postponed until our next City Council meeting to enable the City Council to review the information gathered by the City Clerk, Jessica Burnham, related to terms and appointment of members.
  2. Discussion and direction related to building height initiative and demands issued by Robert Vason on behalf of citizen’s group. This discussion resulted in two motions. Councilmember Guenther made a motion to direct the City Attorney to work with City Staff to draft an ordinance, proposing to amend the City’s Charter to include building height restrictions in the historic downtown to be presented to the Building Heights Committee for their recommendation. The Building Heights Committee will be instructed to meet twice a month in order to present their final product to City Council in time to allow the matter to be placed on the November 2022 general election ballot. This motion was approved 4-3 (Guenther/Rolfson/Crail). A second motion was made to place a moratorium on any development projects in the Historic Boundary Map that exceed our current building height restrictions. This motion passed 5-2 (Guenther & Rolfson)
