**The Supervisor of Elections has until Friday, November 18, 2022 to certify the election results. According to the City Charter we cannot swear in newly elected and re-elected Councilmembers without the results being certified. The swearing in ceremony will take place at the MONDAY, December 5th Regular City Council meeting. See below for details on the date change of the December meeting.


PRESENTATIONS

1. Presentation of Friends of the Environment Check from Earth Day 2022 to the City of Mount Dora for the Purchase of Trees and Tree Care. The Friends of the Environment donated $5,000 to the City of Mount Dora (held in a trust at the Mount Dora Community Trust) to purchase new trees and continue to maintain existing trees.


2. Small Business Saturday Proclamation. November 27, 2022 is Small Business Saturday #shopsmall


3. Mount Dora Fun Fact. Mount Dora’s Pop Warner Cheer has big news to share. The Tiny Mites took 2nd Place at competition and the Varsity girls won 1st Place. Varsity girls are headed to regionals. Also, Mount Dora High School’s Cross Country team finished 5th overall in the State and came in 1st Place for public schools in the State. Go Canes!!


CONSENT AGENDA - The Consent Agenda was approved 6-0 (Councilmember Guenther was not present)


1. Request Approval of Purchase of Meridian Barriers from Meridian Rapid Defense Group LLC, in the amount of $89,689.34


2. Request authorization to change the record keeper of the City's 401(a) and 457 (b) retirement plans from Mission Square and Nationwide to Empower Retirement Financial Services Company


3. Request Approval of Amendment 2 to Professional Grounds and Landscaping Services Agreement with Commercial Landscape Professionals, Inc., d/b/a Trimac Outdoor


4. Request Authorization to Apply for The Florida Department of Economic Opportunity's (“DEO”) Florida Office of Broadband (“Office”) Broadband Opportunity Program Grant


5. Request Authorization to Apply for The State and Local Cybersecurity Grant Program


6. Request Approval of Meeting Minutes

ACTION ITEMS


1. Request Adoption of Resolution No. 2022-74, FY 2021-22 Year End Budget Amendment. This passed 6-0.


2. Request Approval of Agreement Between the Mount Dora Area Chamber of Commerce and the City of Mount Dora related to the Welcome/Visitor Center. This passed 5-1 (Mayor Stile voted against).


3. Vote to Reschedule First Council Meeting of December to December 5, 2022. The City Manager, the Mayor and the City’s Planning Director were invited to a County held workshop to discuss and provide input on future growth in Lake County. The meeting is scheduled for Tuesday, December 6, 2022 which is a regularly scheduled City Council meeting. In order to not miss this important workshop it was proposed that we reschedule our next Council meeting to Monday, December 5th at 6:00 pm. This passed 6-0.


PUBLIC HEARINGS - RESOLUTIONS/ORDINANCES


1. Request Approval for Final Reading and Adoption of Ordinance No. 2022-19, Change in Zoning for Green Wheat, LLC and Donnelly, LLC. This passed 6-0.
