PRESENTATIONS

1. National Animation Day Proclamation Presented to Steamroller Animation


2. Florida City Government Week Essay Contest Winners - Congratulations to Nola Carranza of Round Lake Charter School and Madeline Leon of Mount Dora Middle School.


3. City of Mount Dora Fun Fact - The cannon that sits beside the Lighthouse at Grantham Pointe was donated by former Councilmember Jim Conway in 1987. Jim was an avid deep sea diver and he discovered the cannon at the bottom of the Atlantic in South Florida. It is estimated that the cannon was used on Spanish ships in as far back as the 1690’s.


BOARD APPOINTMENTS

1. Historic Preservation Board, District 5 - Bob Gordon was unanimously appointed to the Board.


CONSENT AGENDA - this was approved by a 7-0 vote.

1. Request Approval of Agreement between the State of Florida and the City of Mount Dora for the Simpson Farmhouse Project

ACTION ITEMS

1. Request Approval of Task Authorization/GMP (Guaranteed Maximum Price) for City Hall Roof Replacement (Faden). Passed 7-0.


2. Request Approval of Task Authorization/Guaranteed Maximum Price (GMP) for Simpson Farmhouse Restoration (Faden). Passed 7-0.


3. Request City Council Direction Regarding City Facilities for Fire, Electric, Public Works, Water/Wastewater and Parks & Recreation. Passed 5-2 (Councilmember Cataldo and Councilmember Guenther voted against)


PUBLIC HEARINGS - RESOLUTIONS/ORDINANCES

1. Request Approval of Final Reading and Adoption of Ordinance No. 2022-14, Final PUD Master Plan for Vedder Holsters. Passed 6-0 (Councilmember Guenther recused himself from the vote).


2. Request Adoption of Resolution No. 2022-67, Adjustment of the Electric Base Rate and Power Cost Charge. Passed 7-0.


3. Request Approval of First Reading of Ordinance No. 2022-26, Amending City of Mount Dora Code of Ordinances, Chapter 2, Article VIII, Boards and Commissions, Division 1, Generally. Passed 7-0, included in the motion is subsection e.) residency and/or property owner within the City is required. Additionally, an exemption will be added for those serving on any committee that may also be appointed to a future special committee.


CITY MANAGER'S REPORT

1. Debris pickup from Hurricane Ian is expected to be 90% complete by this Friday. As part of Florida Government Week the City will host a City Expo this Thursday at 5:30 pm in Donnelly Park.


CITY ATTORNEY'S REPORT

1. City Manager Evaluation - Councilmembers are to submit evaluations by October 26th for a summary report to be provided by the City Attorney at the November 1, 2022 City Council Meeting.


At he direction of the majority of City Council the City Attorney will provide new language to the County Attorney for Article III, paragraph 5 of the JPA between the City and the County. The agreed upon changes will come back to Council for vote on November 1, 2022.
