ELECTION OF VICE MAYOR - Vice Mayor Crail was unanimously re-elected to be Vice Mayor


PRESENTATIONS


1. Tree of Hope - City Council and all in attendance welcomed the families of three children lost too soon. The Tree of Hope will remain lit every evening throughout the year to remember Everett, Aidan, Grayson and all the children we have lost.


2. Friends of the Environment Awards - this presentation was postponed until January 17, 2023.


3. Mount Dora Fun Fact - Special Events Coordinator Chris Carson can play the trumpet.


BOARD APPOINTMENTS


1. Library Advisory Board, At Large - City Council unanimously approved the appointment of Bob Cooper to the Library Advisory Board.


CONSENT AGENDA - the Consent Agenda was approved with a 6-0 vote (Vice Mayor Crail was not present).


1. Request Adoption of Resolution No. 2022-77, Approving Fireworks Launch and Dock Closure at December 31, 2022, New Year's Eve Block Party Event


2. Request Approval of Vehicle Transfer Agreement, Transferring Food Trailer from City of Mount Dora to Lake County Sheriff's Office


3. Request Approval of Amendment 1 to Episcopal Children's Services, Inc. Lease Agreement Relating to Community Center


4. Request Approval of Amendment 2 to the Solar Purchase Power Agreement with Mount Dora Solar Farm I LLC Providing Solar Energy to the City of Mount Dora


5. Request Approval of Meeting Minutes

PUBLIC HEARINGS - RESOLUTIONS/ORDINANCES


1. Request Approval of First Reading of Ordinance No. 2022-20, Final PUD Master Plan for Vista Hills. This was approved 6-0 (Vice Mayor Crail was not present).


2. Request Adoption of Resolution 2022-73, Approving the Master Fee Schedule. This was approved 6-0 with the following adjustments: the Storage Fee for items found or abandoned on City property is $10 and this fee was clarified to be per day; the $30 Delinquent Fee for Utility Bills has been removed from the fee schedule; the Reconnection Fee for Utilities has been increased to $45; the reference to the Leisure Services Department will be changed to Parks and Recreation Department with the Facility Rental Fee Waiver for use by qualifying community events will be approved by the City Manager and the Parks and Recreation Director. The scrivener’s error in the fee associated with trash collection for five times per week was corrected.


DISCUSSION ITEM


1. East Fifth Avenue and North Clayton Street Intersection. City Council directed the City Attorney to work with our City Engineer to craft a letter to inform the County that we would like an updated study of this intersection and that the City of Mount Dora has no interest in ownership or liability for this intersection.


CITY MANAGER'S REPORT - Interim City Clerk Jeanann Hand has been promoted to City Clerk.


CITY ATTORNEY'S REPORT - the City was served with a lawsuit from former police Chief Brett Meade.
