We began as the Mount Dora Community Redevelopment Agency Governing Board for one agenda item:


1. Request Approval of the Agreement with MSL, P.A., for Annual Audit Services and Authorization for the Mayor to Execute the Agreement on Behalf of the CRA. His was approved 7-0.


ADJOURNMENT - 6:05 pm


We immediately reconvened as the Mount Dora Northeast Community Redevelopment Agency Governing Board for two agenda items:


1. Request Approval of Agreement with MSL, P.A. for Annual Audit Services and Authorization for the Mayor to Execute the Agreement on Behalf of the Northeast CRA. This passed 7-0.


2. Request Approval of Agreement between City of Mount Dora and CareerSource Central Florida Related to the 2023 Summer Youth Program. This passed 7-0.

1. Friends of the Environment Awards - postponed


2. Mount Dora Fun Fact - 3rd Annual Fire Department Food Drive is Saturday, January 21st from 10am - 2pm. Please drop off non perishable food items and/or chase or checks payable to Lake Cares Food Pantry. Money goes a long way for the food pantry so feel free to write a big check. This is a friendly competition between the Mount Dora, Eustis and Tavares Fire Departments but we want to win.


BOARD APPOINTMENTS

1. Advisory Board Appointments - Councilmember Bryant appointed Beth Sharpe to the Library Advisory Board. Councilmember Rolfson reappointed Tom Decker to the Public Arts Commission. Both appointments were approved unanimously.

1. Request Approval of Meeting Minutes

• January 3, 2023


ACTION ITEMS

1. Request Approval of the Agreement Between the City of Mount Dora and MSL, P.A. for Annual Audit Services. This was approved 7-0.


2. Request Acceptance of the Plan for Development and Protection of the 12+ acre Greenbelt Forest Property to the West of the W.T. Bland Public Library (Forest Property) and Approval of the Task Authorization with Halff Associates, Inc., for Design of Recreational Landscape Features for Trail System on the Forest Property. This was approved 7-0.


PUBLIC HEARINGS - RESOLUTIONS/ORDINANCES

1. Request adoption of Single Reading (Final) Ordinance No. 2023-01, Small-Scale Future Land Use Map Amendment for Orange Lake Development, LLC. This was approved 7-0.


2. Request approval of First Reading of Ordinance No. 2023-02, Orange Lake Development, LLC (Rezone to C-2A). This was approved 7-0.


3. Request adoption of Single Reading (Final) Ordinance No. 2023-03, Small-Scale Future Land Use Map Amendment for MK and AD Land Investments, LLC (Mount Dora Mixed Use Project). This was approved 7-0.


4. Request approval of First Reading of Ordinance No. 2023-04, Mount Dora Mixed Use for MK and AD Land Investments, LLC Final PUD (WBI-E District). This was approved 6-1 (Councilmember Dawson voted against).


5. Request Adoption of Resolution No. 2023-05, Accepting the Donation and Approving the Display of Black History Month Banners. This was approved 7-0.


CITY MANAGER'S REPORT

1. An emergency purchase of 2 transformers was needed this past week in the amount of $51,428. It is standard practice to always have transformers in stock in case replacement is needed.
