PRESENTATIONS

1. Mount Dora Fun Fact - Mount Dora High School graduating seniors were awarded more than $4 million in scholarships. Congratulations Class of 2023.

BOARD APPOINTMENTS

1. Lake Community Action Agency - City Clerk Jeanann Hand was unanimously appointed to be the representative for our city.


CONSENT AGENDA - the Consent Agenda was approved unanimously. There were several residents who reached out to ask about item #3 on the Consent Agenda. To clarify, the City in no way is a co-signer on the $6.25 million loan for the Mount Dora Christian Academy. The City is a conduit which basically says that MDCA is a supported organization in our community. The City has NO obligation whatsoever to their loan.


1. Request Approval of Agreement Between the City of Mount Dora and ABB Inc., Related to Substation and Generating Station Maintenance Services


2. Request Approval of Amendment to the Interlocal Agreement between Lake County and the City of Mount Dora for Library Services


3. Request Approval of Amendment 2 to the Financing Agreement Between Christian Home and Bible School, PNC Mortgage Corporation and the City of Mount Dora


4. Request Approval of Termination of Agreement between the Florida Department of State and the City of Mount Dora for the Simpson Farmhouse Project


5. Request Authorization for Mayor to Execute Acceptance of Assignment between the City of Mount Dora and Raftelis Financial Consultants, Inc.


6. Request Approval of Meeting Minutes: May 2, 2023 Regular Session Minutes


PUBLIC HEARINGS - RESOLUTIONS/ORDINANCES


1. Request approval of Final Reading (Adoption) of Ordinance No. 2023-06, Amendment to Section 42.4 of the Mount Dora Code of Ordinances to allow Golf Carts on Certain City Streets. A motion was made to table this item until additional changes can be made. Ordinance 2023-06 will come back for a 2nd First Reading. The motion passed 7-0.


**Discussion of City Manager position - Mayor Stile shared information she felt to be concerning regarding decisions being made and actions being taken by the City Manager. Mayor Stile asked for support from Councilmembers to terminate the City Manager’s contract based on employee concerns and concerns from the public. A motion was made to appoint Councilmember Dawson to work with the City’s HR Department to create an anonymous survey for employees that report directly to the City Manager, to answer questions in a review format about the City Manager. The motion also appointed Councilmember Cataldo to reach out to the Florida League of Cities to arrange several meetings between the City Manager, City Attorney, Councilmember Cataldo and a Florida League of Cities Representative to work on a growth plan to address some of the concerns brought up in the discussion regarding the City Manager’s actions/behavior/decisions. This motion passed 7-0.


CITY MANAGER'S REPORT

1. Lobbyist Update


CITY ATTORNEY'S REPORT - City Attorney reported that the magistrate previously chosen (Lewis Stone with the firm of Stone & Gerken, P.A.) no longer wishes to act as the magistrate for the AMCO Development project. Patrice Boyes, P.A., out of Gainesville, has been agreed upon to act as the Magistrate related to the Florida Statutes, Section 70.51 proceeding for the AMCO Development on SR 46. Potential dates for the meeting have been proposed. We are awaiting all parties to agree on a scheduled date.
