CONSENT AGENDA - Items 1 & 8 were pulled for further discussion under Action Items. The remaining items were approved unanimously by a voice vote.


1. Request Approval of Interlocal Agreement Between Lake County, Florida, Lake County Sheriff, and City of Mount Dora, Florida for Animal Control Services. See below under Action Items


2. Request Approval of Amendment 1 to the Agreement Between the City of Mount Dora and Bellmore Enterprises Incorporated Related to Underground Duct-Line Installation


3. Request Approval of Task Order #4 Authorizing Underground Conduit Installation for the Royellou Electric Conversion Project

ACTION ITEMS


1. Request Approval of Resolution No. 2022-25, Mid-Year Budget Amendments for Fiscal Year 2021-22. This passed 7-0


2. Request Approval of Resolution No. 2022-32, Urban Forestry Committee. This item was continued to the June 21, 2022 Regular City Council Meeting. After City Council discussion some changes to the makeup of this committee will be brought back for vote on June 21, 2022. Some suggested changes are: for consistency, to maintain a 7 member Committee as with most of our other Advisory Boards; to allow for consideration of a Committee member’s experience as being equivalent to training or education; and to clarify the appeal process as it relates to tree removal permits.


-Request Approval of Interlocal Agreement Between Lake County, Florida, Lake County Sheriff, and City of Mount Dora, Florida for Animal Control Services. This passed 7-0.


-Request approval of Resolution No. 2022-37, Revised CDBG Application. This passed 7-0


PUBLIC HEARINGS - RESOLUTIONS/ORDINANCES


1. Request Approval of First Reading of Ordinance No. 2022-08, Pertaining to Charter Amendment for Building Height Limitation. This passed with a 5-2 vote (Councilmembers Rolfson and Guenther voted against).


CITY MANAGER'S REPORT


The City Manager gave three updates:

  1. In regards to the traffic light at the entrance to the Lakes of Mount Dora on SR 44, the Florida Department of Transportation (FDOT) has deemed the traffic light necessary. The City Manager also noted that the City has allocated $500,000 from reserve funds to pay for the traffic light in an effort to speed up the installation process. The City will be reimbursed, in full, by the FDOT if we are asked to front payment to expedite installation of the traffic light.
  2. Almost 80% of our more than 2,000 reclaimed water customers have been affected by the breakdown of the pump on our augmentation well. The pump will take at least 2 more weeks to be repaired. The City Manager and City staff are working towards creating a retroactive credit for reclaimed water customers who have been using potable water in order to supplement the shortage of reclaimed water we are currently experiencing. More details to come on the specifics of this credit.
  3. Upcoming Budget Work Sessions have been tentatively scheduled for:

June 13, 2022 from 10:00 a.m. - 12:00 p.m.

June 27, 2022 from 10:00 a.m. - 12:00 p.m.

July 25, 2022 from 10:00 a.m. - 12:00 p.m.

August 29, 2022 from 10:00 a.m. - 12:00 p.m.

CITY ATTORNEY'S REPORT - The City Attorney gave an update related to the Supervisor of Election’s deadlines for ballot questions and required translation, adding that in the event Ordinance 2022–08 (pertaining to building Heights) passes, we are on schedule to meet the required timeline.

2. Request Approval of Resolution No. 2022-36, Program Modification to the Home Repair Grant Program. This passed 7-0.
