1. Request Approval of Meeting Minutes
• January 3, 2023
ACTION ITEMS
1. Request Approval of the Agreement Between the City of Mount Dora and MSL, P.A. for Annual Audit Services. On September 26, 2022, RFP #22-FN-009 “Annual Audit Services”, was issued, resulting in three (3) timely proposals being received by the opening date and time of October 27, 2022 at 2:00 p.m. The Purchasing Office determined all three proposals to be responsive to the RFP requirements. The Evaluation Committee met on November 29, 2022, to discuss and complete the scoring of the three proposals received under this RFP. The discussion was detailed and scoring was consistent.
The resulting final scores determine the following ranking:
#1 –MSL, P.A. #2 – Mauldin & Jenkins, LLC #3 – Caballero Fierman Llerena + Garcia, LLP
The Evaluation Committee unanimously recommends MSL, P.A. for Annual Audit Services.
2. Request Acceptance of the Plan for Development and Protection of the 12+ acre Greenbelt Forest Property to the West of the W.T. Bland Public Library (Forest Property) and Approval of the Task Authorization with Halff Associates, Inc., for Design of Recreational Landscape Features for Trail System on the Forest Property. The 12+ acres of greenbelt forest to the west of the W.T. Bland Public Library has been evaluated and a plan for development and protection of it as Mount Dora's first nature preserve is being presented, with Task Authorization approval requested. Both the Library Advisory Board and the Parks and Recreation Advisory Board have reviewed this plan prior to this City Council meeting. In conceptual development since 2018, the proposed Forest Preserve is defined as a "nature preserve," which is a permitted use of greenbelt district lands as identified in Mount Dora's Land Development Code 3.4.1. Although acceptable uses for nature preserves are not further delineated in the Code, preserves typically include passive recreation, watershed conservation and restoration work (removal of invasive species). Where parks are developed for recreation purposes, nature preserves are mostly undeveloped land. Nature preserves can't be "made" - they either include a ravine, creek, prairie, pristine habitat or they don't - whereas parks can be designed to include any number of amenities as long as there is space. By definition, a preserve exists to maintain and preserve the existing habitat, watershed and wildlife in perpetuity, never to be developed or sold.
PUBLIC HEARINGS - RESOLUTIONS/ORDINANCES
1. Request adoption of Single Reading (Final) Ordinance No. 2023-01, Small-Scale Future Land Use Map Amendment for Orange Lake Development, LLC. The proposed amendment will change approximately 2.11 acres from Public Lands/Institutions to Commercial. The proposal is for future development. The applicant has indicated to staff this parcel is no longer needed for the adjacent church and will expand the commercial node at the intersection along US Highway 441 at East Crooked Lake Drive. The adjacent lands are classified as commercial land use.
2. Request approval of First Reading of Ordinance No. 2023-02, Orange Lake Development, LLC (Rezone to C-2A). The applicant is requesting a change of the zoning district from PL/I (Public Land/Institutions) to City C-2A (Peripheral Commercial) for approximately 2.11 acres located on the south side of U.S. Highway 441 and East Crooked Lake Drive. During the December 21, 2022, Planning and Zoning Commission meeting, the applicant changed the request from a C-3 to a C-2A zoning district. The C-2A is a less-intense commercial district.
3. Request adoption of Single Reading (Final) Ordinance No. 2023-03, Small-Scale Future Land Use Map Amendment for MK and AD Land Investments, LLC (Mount Dora Mixed Use Project). The applicant is requesting an amendment to the City's Future Land Use Map. The proposed amendment will change approximately 36 acres from the County Regional Office to the City Employment Center. The proposal is for future development of a Mount Dora Mixed Use project. This Ordinance shall take effect 31 days after the adoption of the annexation Ordinance, per Florida Statutes. Located on the south side of State Road 46, between Buttercup Lane and Suneagle Drive.
4. Request approval of First Reading of Ordinance No. 2023-04, Mount Dora Mixed Use for MK and AD Land Investments, LLC Final PUD (WBI-E District). The applicant's proposal is to create a Planned Unit Development (PUD) for the Mount Dora Mixed Use project located on the south side SR 46 within the Wolf Branch Innovation District. These lands were recently annexed under Ordinance No. 2022-11 on August 16, 2022. This is the first development proposal of the Employment Center (WBI-E) District, comprising 36 acres for a new office, retail, hotel, adult living facility, mini-warehouse, commercial support, convention center, residential, and parking garage (underground).

5. Request Adoption of Resolution No. 2023-05, Accepting the Donation and Approving the Display of Black History Month Banners. The City is seeking Council's approval to accept the donation of banners commemorating Black History Month, and to approve the display of the donated banners downtown. The banners, if accepted, will be of stock design and will be installed throughout the month of February to celebrate Black History Month. A private donor is offering to the City decorative light pole banners commemorating Black History month, requesting that, upon acceptance, the banners be displayed downtown throughout February 2023.

2. Request Approval of Agreement between City of Mount Dora and CareerSource Central Florida Related to the 2023 Summer Youth Program. This is the fifth year of a partnership with CareerSource Central Florida (CSCF), which is the Central Florida region's workforce board, responsible for workforce planning, programs, and the labor market for five Florida counties: Lake, Orange, Osceola, Seminole and Sumter. CSCF connects employers to job seekers in the area, provides worker resources and training, and prepares Central Florida residents for careers which meet local businesses' needs. CSCF is the regional workforce investment board as delegated by CareerSource Florida, which is the statewide workforce policy and investment board authorized by the Florida Legislature as the recipient of the Federal Workforce Innovation and Opportunity Act funding for the State of Florida. The Northeast CRA desires to partner with CSCF to provide high school sophomores, juniors and seniors that live in the City of Mount Dora Northeast Community Redevelopment Agency Boundary with an opportunity to participate in a Summer Work Experience Program.
