CONSENT AGENDA


1. Request Issuance of Certificate for Historic Marker at 844 N. Clayton Street - "The Bouton Cottage". This is a request for City Council to approve Historic Marker located at 844 N. Clayton Street for "The Bouton Cottage”.


2. Request Approval of Amendment to the Interlocal Agreement between Lake County and the City of Mount Dora for Library Services. Membership in the Lake County Library System remains of vital importance to the City of Mount Dora, for both reduced operating expenses as well as providing a greatly increased array of materials available to Mount Dora residents.


3. Request Approval of Resolution No. 2022-43, Duke Energy Foundation Economic Development Grant Application. Through the Duke Energy Foundation, the economic development team provides the opportunity for local and regional economic development organizations to apply for grants up to $25,000 to fund strategic and marketing initiatives resulting in new jobs and investment in the communities they serve. There is no cost to the City.


4. Request Approval of Resolution No. 2022-44, Authorizing a Credit to the Accounts of Residential Reclaimed Water Customers for Certain Sewer Fees. The City of Mount Dora utilizes an augmentation well to supplement its reclaimed water supply for customers on the reclaimed water system. In April 2022, the City's augmentation well experienced mechanical issues and was out of service for diagnostics and repair through June 2022, thereby causing a shortage of reclaimed water. Certain reclaimed water customers utilized potable water for landscape irrigation during the reclaimed water shortage and subsequently incurred excessive sewer charges for water that was not returned through the City's sewer system.  Accordingly, the City desires to credit the accounts of residential reclaimed water customers for those sewer fees charged over and above 15,000 gallons per month for the April, May and June 2022 billing cycles. The cumulative credit amount for all identified residential reclaimed water customers is $3,081.41.

ACTION ITEMS


1. Request Approval to Waive Fees for Use of the Martin Luther King Center by ALCO. ALCO (Acceptance * Love * Compassion * Open Mindedness) has requested to utilize the Martin Luther King Center ("MLK Center") to host two (2) community engagement sessions on Saturday, August 6, 2022 and Saturday, November 19, 2022.  The group's representatives, Terri McConnell and Juan Perez, have requested a waiver of rental fees for use of the MLK Center for these sessions.  Total estimated cost for the rental is $240. Pursuant to the City's Master Fee Schedule adopted under Resolution No. 2022-03, "only City Council may reduce said fees below the cost and expenses incurred by the City."


2. Request Approval of Agreement between the School Board of Lake County and the City of Mount Dora for School Resource Officer Program 2022-2023. This is an agreement to provide SROs (School Resource Officers) to Mount Dora High School, Mount Dora Middle School, and Triangle Elementary School to interact with students during the regular class schedule and at extra-curricular school activities so as to provide additional security to students, school personnel, the school community, and school property.  Reimbursement from the Lake County School Board of $193,962 to the City of Mount Dora for officers' salaries and benefits dedicated to each of the three schools during the school year.


3. Request Establishment of City Boards and Committees Membership Standards Based on Council Survey Results. Councilmembers responded to a survey created in May of 2022 regarding requirements and recommendations for membership on the City of Mount Dora boards and committees.


PUBLIC HEARINGS - RESOLUTIONS/ORDINANCES


1. Request Adoption of Resolution No. 2022-22, Sandy Ridge Village Replat. The purpose of this replat is to create two (2) commercial lots. The new lot fronting US Highway 441 is being processed under a separate site plan application for a drive-thru Culver's restaurant. The second commercial lot will have right-of-way frontages along the southern lot line fronting Fiddler Drive right-of-way and J.W. Simpson along the eastern lot line. The applicant has indicated to staff the intended use of the second commercial lot is for a hotel user. This parcel is on US Hwy 441 adjacent to United Southern Bank, across from ABC Liquor. There is no budget impact to the City.


2. Request Approval of First Reading of Ordinance No. 2022-09, Change in Zoning – Daniel C. and Judith Ann McWhorter. The applicant is requesting a change of the zoning district WP-1 (Workplace) to City MU-1 (Mixed Use Traditional) for approximately 8.77 acres located on the southeast corner of Highland Street and Camp Avenue. This request is for the MU-1zoning to be consistent with the underlying Future Land Use designation. The applicant currently does not have a development plan for the property and is only seeking to rezone the property so that the zoning district matches the land use category. Future development of the property will require the submittal of a development application (preliminary plat, site plan, etc).
