1. Advisory Board Appointments - The Public Arts Commission has a vacancy. Councilmember Bryant will make a new appointment.


CONSENT AGENDA

1. Request Adoption of Resolution No. 2023-08, New Budget Billing Program - This is a request for City Council to adopt Resolution No. 2023-08, approving a new policy to allow customers the ability to level out the last 12 months' bills and therefore pay the same amount each month. The Budget Billing Program will become effective to eligible customers for bills generated on and after October 1, 2023.


2. Request Adoption of Resolution No. 2023-09, Disposal of Surplus Assets - Pursuant to the Purchasing Policy Manual, as adopted in 2021, surplus disposals exceeding an estimated value of $25,000 and above, shall be approved by the City Council and sold at public auction. While individual assets identified above may not meet the $25,000 value threshold, the items in total are anticipated to meet or exceed $25,000 in value. Upon City Council approval of Resolution No. 2023-09, all items identified under Exhibit A will be sent to public auction.


3. Request Approval of Amendment 3 to State Revolving Fund Loan Agreement DW 3514A0 - Proposed Amendment 3 to the City's State Revolving Fund loan agreement adjusts the project costs and reduces the semiannual loan payment. The total initial project estimate was $6,800,000.00, and is funded through a Florida Department of Transportation grant and two State Revolving Fund Loans. In 2019, City Council adopted Resolution No. 2019-07, authorizing the City to submit an application to the Drinking Water State Revolving Fund Loan program for $1,800,000.00 in funding. The State agreed to loan funding in the amount of $1,662,973.00. At project completion, the City utilized $1,621,926.00 of those funds.  Accordingly, Amendment 3 reduces the total loan amount to reflect the actual monies utilized, which reduces the Semiannual Loan Payment amount.


4. Request Approval for Mayor to Execute the Notice of Site Dedication and Limitation of Use Regarding Lincoln Avenue Pool - The refurbishment of Lincoln Avenue Pool was completed in part with grant funding from the State of Florida's Recreation Development Assistance Program (FRDAP).  As part of the grant closeout process, the State requires the City to execute and record a Notice of Site Dedication and Limitation of Use, which dedicates the project site in perpetuity as an outdoor recreation area for the use and benefit of the general public. At the direction of the City Attorney, staff requests City Council approval for the Mayor to execute the document.


5. Request Approval for Mayor to Execute the Notice of Site Dedication and Limitation of Use Regarding Cauley Lott Park - The refurbishment of Cauley Lott Park was completed in part with grant funding from the State of Florida's Land and Water Conservation Fund (LWCF).  As part of the grant closeout process, the State requires the City to execute and record a Notice of Site Dedication and Limitation of Use, which dedicates the project site in perpetuity as an outdoor recreation area for the use and benefit of the general public. At the direction of the City Attorney, staff requests City Council approval for the Mayor to execute the document.


6. Request Approval of Agreement Between the City of Mount Dora and Dana Safety Supply, Inc., Related to Law Enforcement Emergency Vehicle Equipment and Emergency Vehicle Installation - The City of Mount Dora currently does not have a contracted law enforcement emergency equipment vendor. Since we are not a preferred customer with any vendor, the City does not receive the most advantageous pricing for the equipment. To remedy this lack, the City desires to piggyback with the OCSO Law Enforcement Emergency Vehicle Equipment Installation contract. The OCSO recently went under contract with DANA Safety Supply, a national leader in law enforcement emergency equipment sales and installation. DANA Safety Supply has agreed to give the City the same pricing and contract provisions that they are providing to OCSO.


7. Request Approval of Amendment 1 to the Agreement Between the City of Mount Dora and A.C. Schultes of Florida, Inc., Related to Maintenance and Repair Services for Water Supply Wells and Well Pumps - The City previously approved the piggyback agreement with A.C. Schultes under Resolution 2020-43, Piggyback Agreement via the Tohopekaliga Water Authority with A.C. Schultes for well pump maintenance and repairs. The previous agreement has been renewed by Tohopekaliga Water Authority. This is a request to renew the piggyback for utilization.


8. Request Approval of Task Authorization with A.C. Schultes of Florida, Inc., for Water Treatment Plant #1 Well Repair - Water Treatment Plant #1, water supply well #4 is in need of rehabilitation. The wells at the water treatment facilities are on a 5-year rotation for maintenance and rehab to ensure parts are replaced and video inspections are performed to reduce the chance of a failure occurring. The cost to restore the water supply well is $59,527.00  The repair is less than 10% of the cost to drill a new well. This maintenance will ensure the City maintains Florida Department of Environmental Protection water supply well standards. The City water system has additional water supply wells as backup, but it is necessary to rehab well #4 to ensure uninterrupted drinking water for utility customers.


9. Authorization for City Manager to Execute all Necessary Insurance and Title Transfer Documents Related to Acceptance of the Insurance Settlement and Coverage of the City Vehicle (VIN# 1FM5K8AR2JGA46431) Total Loss Which Occurred on January 4, 2023 - On January 4, 2023, a City vehicle (VIN# 1FM5K8AR2JGA46431) was totaled in an accident. This is a request to authorize the City Manager to execute all necessary insurance and title transfer documents related to the acceptance of the insurance settlement relating to this claim.

PUBLIC HEARINGS - RESOLUTIONS/ORDINANCES


1. Request Approval Second Reading (Adoption) of Ordinance No. 2023-05, Amending Chapter 42, Sec 42-31, Parking Behind a Driveway - The City of Mount Dora Code of Ordinances, Section 42-31 – Prohibited parking in specified places, is also silent in prohibiting vehicles from parking on the opposite side of the roadway when such parking causes a restriction, obstruction or safety concern for residents who wish to safely back out of their private driveways. The remedy for the omission is to adopt language in the City of Mount Dora Code of Ordinances prohibiting parking “upon any roadway, in a manner which obstructs a public or private driveway or which prevents ease of access by other vehicles to or from a private or public driveway.”
