BOARD APPOINTMENTS

1. Lake Community Action Agency - This is a request from the Lake Community Action Agency for a nomination to the Lake Community Action Agency Board of Directors.


CONSENT AGENDA

1. Request Approval of Agreement Between the City of Mount Dora and ABB Inc., Related to Substation and Generating Station Maintenance Services. This is a request for City Council to approve the agreement between the City of Mount Dora and ABB Inc., one of twelve vendors to perform substation maintenance based on their capabilities and expertise in substation devices and systems.


2. Request Approval of Amendment to the Interlocal Agreement between Lake County and the City of Mount Dora for Library Services. The W.T. Bland Public Library is a member of the Lake County Library System, which is governed by the Interlocal Agreement between Lake County and the ten city-owned member libraries. A one-year amendment was extended on July 5, 2022, which expires on September 30, 2023. Normally, this agreement is renewed every three years, but Lake County is again requesting an amendment to the existing agreement providing a one-year extension.  The amendment includes the following changes:

• Extending the existing Interlocal Agreement by 12 months, terminating on September 30, 2024

• Increasing the annual base amount for each city library from $20,000 to $25,000.


3. Request Approval of Amendment 2 to the Financing Agreement Between Christian Home and Bible School, PNC Mortgage Corporation and the City of Mount Dora. The City Council by Resolution 2017-53 agreed to issue conduit debt for the Christian Home and Bible School, Inc. in the amount of $6,250,000. This debt was issued to fund the stadium construction. The First amendment was approved by the City Council in October 2021 to allow PNC Bank to switch the swap from BBVA Spain to PNC Bank. The agreement references the LIBOR index which is a benchmark for setting the interest rates. The LIBOR index will cease in June 2023 in large part because of the role it played in worsening the 2008 financial crisis, as well as scandals involving LIBOR manipulation among the rate-setting banks. This amendment will replace the benchmark rate from LIBOR to the SOFR index.


4. Request Approval of Termination of Agreement between the Florida Department of State and the City of Mount Dora for the Simpson Farmhouse Project. The terms of the City's agreement with the Florida DOS (Department of State) for a 100% matching grant in the amount of $50,000 for restoration of the Simpson Farmhouse are no longer in the best interests of the City and termination of the agreement is being requested. The State's new Restrictive Covenants agreement forbids any substantive alterations to the farmhouse for 10 years (the former Preservation Agreement listed five years). If “violations” are made during the first five years, a 100% refund is due and in descending amounts for the following five years. The DOS requires that a separately procured architect submit design drawings of the restoration work of the windows, even if the elements are unchanged, which the Construction Project Manager estimates to easily be $15,000. This is an expense we have only due to the grant, which would reduce the grant's impact to $35,000.


5. Request Authorization for Mayor to Execute Acceptance of Assignment between the City of Mount Dora and Raftelis Financial Consultants, Inc. On June 5, 2018, the City entered into a professional services agreement with Public Resources Management Group, Inc. ("PRMG").  As of July 1, 2019, Raftelis Financial Consultants, Inc. ("Raftelis") acquired PRMG. Accordingly, Staff requests City Council to authorize the Mayor to execute the Acceptance of Assignment between the City of Mount Dora and Raftelis.

PUBLIC HEARINGS - RESOLUTIONS/ORDINANCES

1. Request approval of Final Reading (Adoption) of Ordinance No. 2023-06, Amendment to Section 42.4 of the Mount Dora Code of Ordinances to allow Golf Carts on Certain City Streets. Subsequent to the first reading at the May 2, 2023, City Council meeting, several edits were made to the proposed Ordinance No. 2023-06. The recap of the May 16, 2023 Council Meeting will give more details as to the proposed edits.
