1. Appointment to the CRA Advisory Committee - The CRA Advisory Committee has a vacancy for District 2.


CONSENT AGENDA


1. Request Approval of Task Authorization with CPH, LLC for Lift Station Siting and Efficiency Optimization, and Sanitary Sewer Inflow/Infiltration (I&I) Investigations. This is a request for City Council to authorize an investigation to find ways to improve operation of City lift stations through potential consolidation, reduction in numbers, and optimal siting to meet the needs of future development growth. Included is an investigation to discover priority sanitary sewer sections that require repair in order to reduce unwanted groundwater inflows to the City wastewater treatment plants.


2. Request Approval of Task Authorization with Kimley-Horm Planning and Design Engineering Consultants for Modifications to Wastewater Treatment Plant No. 2 (WWTP#2) to Increase the Plant Permitted Capacity. Capacity improvements at WWTP#2 are needed at this time. One way to gain permitted capacity is to modify the reject water storage component of the plant. Reject water storage is a requirement to assure the plant has capacity to retain a certain volume of water rejected by the treatment plant process. Presently, the reject water component at WWTP#2 is a limiting factor in the overall plant rated capacity. To gain additional reject water capacity, the City intends to utilize the spray field site south of WWTP#2 for ground storage and percolation of the reject water. This project requires modifications to the current reject water storage tank and installation of a pipeline to transport the reject water to the spray field site. This is a request for City Council to approve the Kimley Horn Task Authorization for design services to:


• Provide construction plans needed to modify the reject water component at WWTP#2. This will upgrade the current plant rating from 1.25 MGD to 1.5 MGD.

• Permitting services, bid assistance services, and construction phase services.


3. Request Approval of Agreement Between the City of Mount Dora and Electric Power Systems Related to Substation and Generating Station Maintenance Services. This is a request for City Council to approve the agreement between the City of Mount Dora and Electric Power Systems, one of twelve vendors to perform substation maintenance based on their capabilities and expertise in substation devices and systems. This request is pursuant to the invitation to bid issued by Florida Municipal Power Agency (FMPA) Bid ITB # 2022-034. Mount Dora Electric Utility substation currently has three large transformers with breakers, bus work, relays, and circuit switchers that provide sufficient capacity and contingency to serve our customers. It is critical that routine scheduled maintenance and equipment repair be performed on substation equipment to ensure excellent reliable electric service to our customers. Due to the many pieces of equipment and control devices and the needed availability for emergencies it is important to have several contractors available with different capabilities.

5. Request Approval of Amendment 1 to Agreement with M.T. Causley, LLC for On-call Building Services. The City of Mount Dora Building Division is tasked with enforcing the provisions of the Florida Building Code, the Florida Fire Prevention Code and portions of the City of Mount Dora Code of Ordinances as well as permitting, plan review, inspections and certifying occupancy, related to new construction and additions and/or alterations to existing structures within the City limits. The Building Division has determined that it is necessary to have an on-call provider to handle building inspections, plans review and building official duties on an as needed basis to provide building services to the public in a timely manner.  Currently there are a number of large scale construction projects underway in the City of Mount Dora, including, Timberwalk, Seasons at Wekiva Ridge, along with ongoing construction phases in the Lakes of Mount Dora, and other commercial construction such as Longhorn Restaurant, Culver’s Restaurant, mini-warehouse, Christian Brothers Automotive, Ale-House, and three hotel projects.


6. Request Approval of Amendment 3 to State Revolving Fund (SRF) Loan Agreement WW351470. The amendment updates the SRF funding for the City's utility line relocation project required for the Florida Department of Transportation's (FDOT) widening of U.S. HWY 441 from Lincoln Avenue to Donnelly Street. The City undertook the US 441 Utility Relocation project because the City had numerous utility lines in conflict with FDOT's proposed roadway improvements. Construction was completed as of March of 2021. Proposed Amendment 3 to the City's State Revolving Fund loan agreement WW351470 reduces the amount awarded by $591,862, from $2,727,681.00 to $2,135,819.00.


7. Request Approval of Amendment 1 to the African American Cultural and Historical Grant Agreement. In October 2022, City Council approved acceptance of a $550,000 African-American Cultural and Historical grant awarded by the Florida Department of State, to provide facilities that highlight the contributions, culture, or history of African-Americans. This grant prioritized projects that encourage the design or construction of a new facility or the renovation of an existing facility in an area with great cultural significance. This allowed the City to avoid eliminating project elements for which the community expressed enthusiasm. Grant funds were used to facilitate construction of a new amphitheater and covered area at Cauley Lott Park. Cauley Lott Park construction is currently complete. However, an extension is being requested to allow for the appropriate documentation and payments to be completed prior to the grant deadline.

PUBLIC HEARINGS

1. Request Approval of First Reading of Ordinance No. 2023-06, Amendment to Section 42.4 of the Mount Dora Code of Ordinances to allow Golf Carts on Certain City Streets. The City of Mount Dora encourages multimodal transportation. Golf carts on city streets are common within surrounding cities and towns throughout Central Florida. This issue has been previously expressed to staff as a possible program for consideration. Currently, the city only allows golf carts on city streets within the Country Club of Mount Dora. “Street-legal” golf carts are already allowed under Florida Statues. The proposed ordinance captures these regulations, which allows the operation of Low Speed Vehicles (LSV) as defined in Section 320.01, Florida Statutes, on certain roadways. Drivers who use authorized LSV's can travel on any roadway that has a speed limit of 35 mph or less. LSV is allowed on certain streets without a special city ordinance. The Florida Department of Highway Safety and Motor Vehicles (FLHSMV) has a well-designed online flyer describing the requirements of a low speed vehicle.


DISCUSSION ITEM

1. Amendment of City of Mount Dora Land Development 3.5.14.4 Related to Draft New Model Homes. A request has been made by a member of the Mount Dora City Council to consider an amendment to the Mount Dora Land Development Code. This draft ordinance would amend section 3.5.14 Temporary sales offices and model homes in new developments.
