This is the second workshop presentation to City Council regarding Wastewater (Sewer) connection/impact fees dedicated to the extraordinary circumstances necessitating the need to exceed the rate increase limitation and phase-in limitations for possible increases.

CONSENT AGENDA

1. Request Approval of the Amended and Restated Parking Agreement between the City of Mount Dora Florida, the City of Mount Dora Community Redevelopment Agency (CRA), and The First United Methodist Church, Inc. This amended and restated shared parking agreement with the First United Methodist Church, Inc. for the parking lot located on the south side of 5th Avenue between Tremain Street and Grandview Street has been an important part of the downtown parking solutions. This agreement will extend this shared parking relationship for 10 additional years.

2. Request Approval of Designation of Acting City Manager for Future Leave. In accordance with this provision of the City's Charter and in preparation for future leave notifications, City Manager Vince Sandersfeld hereby submits for City Council approval his letter of record to designate Steve Langley, Assistant City Manager, as acting city manager during any and all future absences of three (3) days up to and not to exceed twenty-one (21) days in duration.

PUBLIC HEARINGS - RESOLUTIONS/ORDINANCES

1. Public Hearing Request approval of First Reading of Ordinance No. 2024-11, Wastewater (Sewer) Connection/Impact Fees Amendment. Following a series of City Council presentations and workshops dedicated to the extraordinary circumstances necessitating the need to exceed phase-in limitations held on April 2, 2024, May 7, 2024, and again on May 21, 2024, the attached ordinance is a code amendment for the City's  sewer impact connection fee changing from current $4,215 per unit to proposed $7,975.00 per unit. Once adopted, there is a 90-day grace period for the effective date.

2. Request approval of First Reading of Ordinance No. 2024-12, Amendment to Chapter 42 of the Mount Dora Code of Ordinances to reinstate Golf Carts on Certain City Streets. The City Council at the June 20, 2023, City Council meeting adopted a one-year pilot for the golf cart reservation program under Ordinance No. 2023-06. There was a recent amendment, Ordinance No. 2024-06, to prohibit a person under 18 years of age from operating a golf cart on certain roadways unless he or she possesses a valid learner's drivers license or valid driver license. As of this date, there are a total of 37 registered golf carts. This does not include the handful of registered low-speed vehicles. After the golf cart ordinance enactment, staff is in the process of installing numerous “Golf Cart Friendly Community” signs. Image and a list of locations. Overall, the golf cart program has received positive feedback. Golf Carts are allowed in the Country Club Mount Dora and exempt from the registration of the new ordinance, and are included in Section 42.205 Exemptions.

ACTION ITEMS

1. Commercial Visual Improvement Program (CVIP) Grant Agreement for 1518 N. Donnelly Street (Tenant Essential Therapies). The owner has requested a CVIP Grant of $3,786.85. The owner intends to spend at least $7,573.00 on the exterior renovations to the building located at 1518 N. Donnelly St. These renovations meet the requirements of the program and make substantial improvements to the overall appearance of the property.

2.
