1. Request Approval of Agreement with Graham Media Group, Orlando, Inc. (News 6 WKMG-TV Orlando) for Live WebCam Sponsorship. In an effort to promote tourism, staff has partnered with News 6 to feature the City of Mount Dora during their noon newscast. This sponsorship package includes:
On Air Monday - Friday during the noon newscast, the station will :
• Run a :05 second live billboard stating "this segment is brought to you by the City Mount Dora..."
• Cut to the City of Mount Dora downtown webcam for live footage and include the City's logo
Digital:
• Mount Dora logo inclusion on noon camera channel on ClickOrlando.com
• Ad Placement on noon camera page on ClickOrlando.com
• 15,000 livestream video ad impressions on ClickOrlando.com per month
• 25,000 video ad impressions on WKMG YouTube Channel per month

• One time Facebook promotion (they post the noon webcam on their Facebook page and tag the City of Mount Dora)
This sponsorship will run from September 11, 2023 through July 31, 2024. $40,200 is budgeted for promotion of tourism.
2. Request Authorization to purchase Substation Medium Voltage Breaker from ABB, Inc., in accordance with the Cooperative Purchase Agreement dated May 17, 2023. This is a request for authorization to purchase a Substation breaker in the amount of $57,160.00 to expand distribution capacity in the North East service territory. All purchase of goods and services in excess of $50,000 shall be approved by the City Council. The Electric Department conducts an annual review of the City's power system capacity and reliability to insure service. The 2023 review acknowledges growth in the North East corridor of the service territory that requires a plan of expansion to meet development. Bristol Lakes II, Donnelly Woods, Mount Dora Groves, Culvers, three Hotels, Mount Dora Self-Storage, and a new City Public Works facility are among the services in development in this area. This request is for purchase of an additional 15,000 volt substation breaker, which provides the protection and control to safely deliver power from the substation to the distribution system.
3. Request Authorization for Repair of Caterpillar Backhoe by Ring Power Corporation. The Utility Department Caterpillar Backhoe is currently non-functional due to issues with its hydraulics system (leaking cylinder seals.) This backhoe is used extensively for routine and emergency needs by the Utility Department. Its functionality is critical to utility operations. Since repair of this backhoe will exceed $5,000, the Purchasing Policy requires three written quotes be obtained. Utility Department staff and Purchasing have attempted to locate vendors to obtain three quotes for the needed repairs. This endeavor was unsuccessful, primarily due to the need for City staff to transport the unit for diagnosis. Currently, staff does not have a safe means of transporting the backhoe. Ring Power in Orlando is the closest authorized repair center for caterpillar heavy equipment and their technician(s) will travel to the city to diagnose and perform needed repairs. The attached Ring Power quote, for a total estimated amount of $10,585.39, provides a detailed breakdown of the anticipated repairs and associated costs. It is possible the repair costs may increase based on further findings once a technician begins work. Additional contingency funding has been included, in the amount of $5,000, in the event this occurs. This would result in a not to exceed amount of $15,585.39 for repair of the backhoe.
4. Request Approval of the Agreement Between the City of Mount Dora and the Florida Department of State for the General Program Support Grant. The General Program Support Grant is a 100% matching grant providing funding to organizations that further the State's cultural objectives through conducting, creating, producing, presenting, staging or sponsoring cultural exhibits, performances, educational programs, or events. Funding from this grant will supplement the City's vibrant Special Event and Cultural programming, including assisting with performance fees, event promotion, sound equipment and lighting rental, among other necessities for existing and new events yet to be established. The City will benefit from this funding by using this resource to maintain, strengthen, and continue to solidify our identity as a destination and hometown providing cultural and special events of an extraordinarily high quality. The awarded amount is $91,277.00. The City is required to provide a 100% match. The 2022-2023 & 2023-2024 special event budget will meet the requirements for the match.
5. Request Approval of Designation of Acting City Manager for Future Leave. City Manager Patrick C. Comiskey submits for City Council approval his letter of record to designate Vince Sandersfeld, Planning Director, as acting city manager during any and all future absences of three (3) days up to and not to exceed twenty-one (21) days in duration.

3. Discussion of Status of Resolution No. 2023-32, Safe Place Initiative. City Council will be given an update and discuss how to proceed with the Safe Place Initiative.
PUBLIC HEARINGS
1. Request Second-First Reading of Ordinance No. 2023-11, Land Development Code Amendment. City staff have compiled multiple revisions to the Land Development Code (LDC). The Development Review Committee members routinely track new trends and any code sections that need updating. The proposed LDC changes are required in order to provide code clarifications and consistency.
2. Request approval of First Reading of Ordinance No. 2023-13, Annexation for the City of Mount Dora Niles Road (19.97 Acres). The proposed annexation is a result of the City recently acquiring a portion of the former Florida Department of Transportation (FDOT) surplus land not needed for the SR 46 improvements. The property is located at the terminus of Niles Road and totals 19.97 acres. The lands are eligible for annexation, contiguous to existing city limits.
3. Request Single Reading (Final) and Adoption of Ordinance No. 2023-14, Small-Scale Future Land Use Map Amendment for City of Mount Dora Niles Road (19.97Acres). The proposed amendment will change approximately 19.97 acres from Lake County Urban Low Density (4 dwelling units per acre) to the City Public Lands Institutional (PLI). The map amendment is associated with the companion annexation.
4. Request approval of First Reading of Ordinance No. 2023-15, Change in Zoning for City of Mount Dora Niles Road (19.97 Acres). The property (19.97 acres) is located at the terminus of Niles Road. These lands are associated with companion annexation. The lands were recently transferred by the Florida Department of Transportation (FDOT) to the City as surplus land. As part of the annexation, city land use and zoning assignments are required. The change in zoning is from County Agriculture to City PLI (Public Lands Institutional). This proposed zoning is consistent with the surrounding area. A portion of the City land is anticipated to be used for the Niles Road extension. Other city public uses in the future could be contemplated. But there are no immediate city projects for this site.
5. Request Adoption of Resolution No. 2023-28, Final Fire Assessment Rate. The Fire Services Assessment Rate per residential dwelling unit is $209. This represents 58.25% of the maximum allowed by the Ordinance. Commercial rates are based on the square footage of the facility. This resolution, if approved by the City Council, will set the rate for residential and the rate for commercial properties for the coming year. Fire Services may include operating functions, salaries of the firefighters and officers, capital programs and projects.
6. Request Adoption of Resolution No. 2023-33, Adjustment of the Electric Base Rate and Power Cost Charge. This is a request for City Council to approve Resolution No. 2023-33, adjustment of the electric base rate and Power Cost Charge where the net effect of the rate adjustments will be a reduction in customer electric bills. The electric rate adjustments will become effective on utility bills generated on or after October 1, 2023. The rate adjustments include a 7.07% increase in base rates and a 24.4% reduction of the April 2023 Power Cost Charge (PCC) from the existing rate of $0.07235 per kWh to $0.05470 per kWh. The net effect of the rate adjustments will be a reduction in customer electric bills from 6.6% to 15.8% depending on the usage.
7. Request Adoption of Resolution No. 2023-36, Tentative Millage Rate. The Lake County Property Appraiser has certified the gross taxable value of property for operating purposes within the City of Mount Dora as $1,804,052,938 and has certified a rolled-back rate of $5.4731 per $1,000 of taxable value for the City of Mount Dora. The City Council of the City of Mount Dora, Florida, deems it necessary to levy and does hereby levy a tentative tax of $5.9603 mills upon all real and personal property, railroads and communication lines within the City for operational purposes. The operating levy of $5.9603 mills represents an 11.45% change from the rolled-back rate of $5.5029 per $1,000 of taxable value.
8. Request Adoption of Resolution No. 2023-37, Tentative Budget for Fiscal Year 2023-2024. The City Council of the City of Mount Dora has complied with all requirements and procedures of Florida law in processing this resolution. The City Council pursuant to the Charter of the City of Mount Dora and Chapter 166, Florida Statutes, does hereby adopt Tentative General Fund, Enterprise Funds and all other related Fund Budgets and Capital Improvement Programs (CIP's), in the amount of $132,007,350.00 which are attached to the Resolution as Exhibit "A," and which may later be amended by the City Council.
