1. Mount Dora Fun Fact - Proclamation for Women’s History Month was presented.

BOARD APPOINTMENTS

1. CRA Advisory Board Appointments - Bailey Stack and Mark Slaby we’re unanimously appointed to the CRA Advisory Board.

CONSENT AGENDA - Approved with unanimous voice vote.

1.  Request Approval of Task Authorizations with Faden Builders for the Renovation of Gilbert Park Restroom, Renovation of Sunset Park Restroom, and the Construction of Summerview Park Basketball Court.

2.  Request Approval of Meeting Minutes-January 22, 2024 City Council Special Meeting

ACTION ITEMS

1.  Interlocal Agreement Between Lake County and the City of Mount Dora for Vista Ridge Drive. Passed 7-0.

PUBLIC HEARINGS - RESOLUTIONS/ORDINANCES

1.  Request approval First Reading of Ordinance No. 2024-05, 1st Amendment PUD Master Plan for Vista Hills. Passed 7-0.

2.  Request Final Reading and Adoption of Ordinance No. 2024-06, Amendment to Section 42-203 Mount Dora Code of Ordinances Operator of a Golf Cart Minimum Driver's Age. Passed 7-0.

DISCUSSION ITEMS

1. FY 24-25 Budget Calendar Discussion - Council Budget Workshop dates were set for: June 10, July 8, July 22, Aug 26 all beginning at 6 pm.

2. Mount Dora Police Department Recruitment and Retention Program - Chief Gibson presented the plan to work on officer retention. Chief reported that we should be fully staffed by Summer. He also asked for a consensus from City Council to prepare an agenda item for the next Council meeting that would allow for a 13% pay increase across the board for all 46 MDPD sworn personnel.

3. City Manager Selection Process - the consensus of the City Council is to continue allowing the Acting City Manager and Acting Deputy City Manager to continue to serve in these interim roles through budget season. Simultaneously, based on his work experience Councilmember Dawson will brainstorm an outline of a matrix with measurable objectives for our next City Manager. He will work on a timeline, with the acting City Manager, to have the outline completed. A Council work session will be scheduled to create a matrix based on the outline.
