CONSENT AGENDA - All items approved with a unanimous voice vote.

1. Request Approval of Task Authorization with DRMP, Inc. for Engineering Services to Correct Pavement and Drainage Problems in Country Club of Mount Dora Phase II-9, St. Andrews.

2. Approval of Task Authorization with Asphalt Paving Systems, Inc. for Street Paving and Pavement Markings including Donnelly Street North of Limit Avenue

3. Request Approval of City of Mount Dora Purchasing Policy Waiver for the Mount Dora Groves Electric Infrastructure.

4. Request Authorization for the Mayor to Sign the Award Agreement for the Edward Byrne Memorial Justice Assistance Grant (JAG) for the procurement of practice pistols for law enforcement officers.

5. Request Approval of Task Authorization with Cathcart Construction Company Florida, LLC for Construction of Hilltop Drive Stormwater Drainage Improvements

6. Request Approval of Task Authorization with American Grinding Company, LLC dba American Sidewalk Management for Sidewalk Inspection, Grinding, Removal, and Repairs

7. Request Approval of Meeting Minutes

8. Request Approval of Task Authorization with Faden Builders Inc. for Renovation of Fire Station 34 Apparatus Bays

DISCUSSION ITEM

1. Discuss Parking Garage Funding Options - a workshop will be scheduled to discuss if funding is available to begin considering a long term parking solution.

ACTION ITEMS

1. Request Approval of Resolution No. 2024-23, Approval of Final Rankings and Authorization to Negotiate for RFP# 24-ED-007, Parking Shuttle Transportation Services. This passed 7-0.

2. Request Consideration of City Manager Appointment and Authorization for City Attorney to Negotiate Agreement Terms. This passed 7-0.

PUBLIC HEARINGS - RESOLUTIONS/ORDINANCES

1. Request Final Reading and Adoption of Ordinance No. 2024-08, Amendment to Section 3.5 of the Land Development Code Donnelly Street Setback Requirements. This passed 7-0.

2. Request Approval of Resolution No. 2024-09, Mid-Year Budget Amendments for Fiscal Year 2023-24. This passed 7-0.

We immediately reconvened as the CRA Governing Board for one discussion item. Board member Cataldo was not present.

1. Discuss CRA Advisory Committee. The Advisory Committee is not a requirement by law in order to keep the CRA funded and operating. The City has two CRA’s (Community Redevelopment Agency): The Northeast CRA and The CRA. This discussion pertains only to The CRA that extends from Donnelly to Limit and covers most of the Downtown core. The Advisory Committee is tasked with meeting every other month to discuss ideas to reduce blight within the boundary. We were informed last night that for the last 12 to 18 months the Advisory Committee hasn’t had any new topics to discuss because all plans have been implemented. Therefore, it was suggested to the Governing Board that we sunset (terminate) this advisory committee. After discussion, the consensus was to have the city attorney bring an item back for vote, at the next meeting, to sunset the advisory committee.
