CONSENT AGENDA

1. Request Approval of the Piggyback Agreement Between the City of Mount Dora and Tampa Armature Works, Inc. Related to Motor Repair Services. This agreement piggybacks Polk County's contract with Tampa Armature Works, Inc. providing all labor, equipment, materials, supplies and supervision necessary to perform motor repair services, including but not limited to inspections, testing, and maintenance at various water treatment and wastewater treatment plants. Many repairs and replacements cost over the $5,000 threshold and it is often difficult to get quotes for pump repairs. Many times the pump must be taken apart by a repair vendor at their shop to determine the true repair cost. This limits the competitive bidding process, as the vendor who takes the pump apart has a competitive edge. The staff has determined this piggyback contract provides the most expedient and economical way for motor and pump repair services.


2. Request Approval of the Agreement for the Project Archivist Grant with the Florida Department of State, Division of Historical Resources. The City has been awarded a $34,200 grant for an Archives Project Assistant from the Florida Dept. of State, Division of Historical Resources. The purpose of the Division of Historical Resources' Small Matching Grant program is to provide funding to assist local, regional and state-wide efforts to preserve significant historical and archaeological resources and to promote knowledge and appreciation of the history of Florida. Notification of the award was received from the Florida Dept. of State on July 28, 2023. The grant funding includes a part-time contract employee position of Archives Project Assistant, for a 25-hour/week position for the period of one year and at a proposed salary of $24/hour, for a total one-year contract value of $31,200. The ideal candidate for this position will have not only a Master of Library Science with archives specialization but certification from the Academy of Certified Archivists as well. The grant also includes $3,000 in supplies for posters, traveling exhibit materials and archival storage supplies.


3. Request Approval of Amendment 1 to the Piggyback Agreement Between the City of Mount Dora and Guardian Equipment, Inc. for Chemical Feed Systems Maintenance and Repair Parts. The City treatment facilities currently use chemical feed equipment at both the water and wastewater treatment facilities. Each treatment operation is required to add chemicals such as disinfectants to maintain treatment standards with its Florida Department of Environmental Protection (FDEP) operational treatment permit. Staff wishes to renew the  piggyback agreement using the new agreement between Volusia County and Guardian Equipment, Inc. for chemical feed system maintenance and repair parts. Piggybacking the agreement represents the best option to keep the City's systems in optimum working condition.


4. Request Approval to Execute Engagement with Fisher & Phillips, LLP for Legal Representation of the City of Mount Dora for Union Negotiations and Union-related Matters. The City of Mount Dora has utilized the services of Fisher & Phillips LLP for specialized legal representation in labor and employment matters, including labor union negotiations for many years. The union representative for the General and Police unions provided intent to bargain on several articles in March and April 2023. The FOP union and Interim HR Director Kim Helfant met on June 06, 2023 for the first meeting of negotiations. The Union Representative has since requested an update to the City's schedule to finalize union negotiations. Interim Human Resources Director Kimberly Helfant requests to move forward at this time to continue union negotiation and execute engagement of Fisher & Phillips services to provide legal representation for union negotiations and union related matters as well as general labor and employment services to be vetted through the City's regular legal counsel.


5. Request Approval of Renewal Proposal for Reinsurance with Florida Blue. The health insurance plan is a partially self-funded plan administered by Florida Blue. The City health insurance fund is used to account for the City's health, life, and accidental death and dismemberment insurance program. Health claims projected for the coming year are incorporated into the FY 2023-24 proposed budget. Coverage starts October 1, 2023. The fixed costs presented by Florida Blue are estimated to be $530,504, depending on the number of people in the fund at any given time.


6. Request Approval of Task Authorization with Faden Builders for 5th Avenue ADA Sidewalk Improvements. This is a request for Council to approve a proposal from Faden Builders to construct certain sidewalk Improvements along the south side of 5th Avenue between Baker Street and Royellou Lane. The sidewalk improvements are needed to eliminate a potential tripping hazard due to the protruding curb line along the south side of 5th Avenue between Baker Street and Royellou Lane.   The maximum price is $140,981.22


7. Request Approval of Change Order for PO 23-2000 with C.A.P Government Inc., for On-Call Building Inspection Services. This is a request to approve a Change Order for PO 23-2000 with C.A.P Government Inc., for On-Call Building Inspection Services totaling $15,120. This Change Order is to cover the completion of work that was requested before the Purchase Order maximum amount was expended.


8. Request Approval to Apply for the Florida Recreation Development Assistance Grants and Request Authorization for the Mayor to Sign the Application Once Complete. The Florida Recreation Development Assistance Grant is a 100% matching grant providing funding to organizations for the development of outdoor recreational facilities. Organizations may apply for up to $200,000.00 in state funds to support their outdoor recreational facilities. Funding from this grant will supplement the City's capital improvement projects for Gilbert Park Playground and Frank Brown Sports Complex. These two CIP projects have been requested by City Council to be in the 2023-24 fiscal year budget. The Parks and Recreation Director has worked with the City Project Manager and CMAR on the site plan of each of the two projects. Quotes have been submitted based on the projects taking place in the 2023-24 budget. The Florida Recreation Development Assistance Grant requires a 1 to 1 match with up to $200,000 in available funding.


9. Request Approval to Waive Fees for Use of the Donnelly Park Building by Empty Bowls. Empty Bowls is a community event that brings together local artists, potters, restaurants, and volunteers with the shared objective of combatting hunger in our community while raising both funds and awareness. The Empty Bowls event being held this May in Mount Dora is intended to raise money for a non-profit organization and not a non-profit organization itself. The organizers of Empty Bowls have requested to utilize the Donnelly Park Building to host a fundraiser on Saturday, May 4, 2023.  The event's representative, Cherish Garrett, has requested a waiver of rental fees for use of the Donnelly Park Building for this fundraiser.  The total estimated cost of the rental is $280. Pursuant to the City's Master Fee Schedule adopted under Resolution No. 2022-03, "only City Council may reduce said fees below the cost and expenses incurred by the City."

ACTION ITEMS


PUBLIC HEARINGS  

1. Request approval of First Reading of Ordinance No. 2023-11, Land Development Code Amendment. City staff have compiled multiple revisions to the Land Development Code (LDC). The Development Review Committee members routinely track new trends and any code sections that need updating. The proposed LDC changes are required in order to provide code clarifications and consistency.


2. Request Adoption of Resolution No. 2023-30, Approving Financial Support for Lake Cares, Inc. Local nonprofit organizations provide valuable resources and services that benefit the community in many ways. At the July 24, 2023, City Council Budget Work Shop, Budget Director Aneta Barton announced the City proposed to allocate $15,000 from Grants and Aids to Lake Cares, Inc., which operates the Lake Cares Food Pantry. Since this time last year, Lake Cares has served 11,914 Mount Dora households, which equals 42,891 Mount Dora residents who received essential food from Lake Cares Food Pantry. The organization has also served 147 Mount Dora homeless cases and 73 emergency food requests since July 2022. In addition, Lake Cares provides food to children living in Mount Dora through their Summer Children's Feeding Program and through their school partnership, The Weekend Backpack Program served 55 Mount Dora Students every week while school was in session, which ended up being 9,900 meals provided.


3. Request Adoption of Resolution No. 2023-32, Safe Place Initiative. The City of Mount Dora and the Mount Dora Police Department are committed to the safety of all Lesbian, Gay, Bisexual, Transgender, Queer/Questioning (LGBTQ+) residents and visitors. The mission of the MDPD Safe Place Initiative is to provide the LGBTQ+ community with easily accessible safety information and safe places throughout the city they can turn to if they are the victims of crime. Mount Dora businesses and facilities may participate by requesting a Safe Place decal to display at their location. This symbol carries some important responsibilities that will greatly assist in protecting LGBTQ+ victims of crime.
