CONSENT AGENDA

1. Interlocal Agreement Related to Distribution of Tax Deed Overbid Funds. This agreement will pay unpaid code lien fines to the City from the excess funds paid through tax deed sales.

PUBLIC HEARINGS - RESOLUTIONS/ORDINANCES

1. Request Adoption of Resolution No. 2024-06 to Request Inclusion of Wolf Branch Creek and Wolf Branch Sink on Florida's Critical Wetlands List. Resolution 2024-06 directs the City Manager to make a written request to the governing board of St. Johns River Water Management District (SJRWMD), in conjunction with Lake County and any other appropriate authorities, to identify Wolf Branch Creek and Wolf Branch Sink as a critical natural wetland ecosystem in accordance with Section 373.036(2)(e), Florida Statutes.

2. Request Approval of Resolution No. 2024-07 to establish an Electric Vehicle Rate Structure for charging stations owned and operated by the City. This request is to establish an EV kilo-watt-hour (kWh) rate and a fee structure for EV charging stations owned and operated by the City. This proposed rate structure would capture all costs associated with the operation of the charging stations.

3. Request approval of First Reading of Ordinance No. 2024-06, Amendment to Section 42-203 Mount Dora Code of Ordinances Operator of a Golf Cart Minimum Driver's Age; and discussion on optional 4th Avenue Pedestrian Mall conversion. A recent State law enacted under House Bill 949 prohibits a person under 18 years of age from operating a golf cart on certain roadways unless he or she possesses a valid learner driver's license or valid driver's license; prohibiting a person 18 years of age or older from operating a golf cart on certain roadways unless he or she possesses a valid form of government-issued photographic identification. This law took effect on July 1, 2023. The original golf cart Ordinance No. 2023-06 adopted on June 20, 2023, restricted drivers to a minimum of 16 years of age. Also, the City's golf cart ordinance was adopted as a pilot program to be revisited prior to the sunset date of June 20, 2024. Given the nature of the State Law change, the City feels the age restriction should be ratified formally as an amendment.
