APPROVAL OF AGENDA


CONSENT AGENDA


1. Request Approval of Task Authorization with RCM Utilities, Inc. for Reclaimed Water Storage Pond Valve and Liner Repairs. The City's reclaimed water storage pond located on CR 19A needs liner repair and four valves require replacement. This work is part of the WWTP#1 alternative maintenance improvement plan presented to Council in March 2023. Total cost for this project is $102,575.00.


2. Request Approval of Agreement Between the City of Mount Dora and the University of Central Florida Police Department For Voluntary Cooperation and Operational Assistance Mutual Aid. The Mount Dora Police Department has traditionally enjoyed voluntary cooperation and mutual operational assistance with the UCF PD. This agreement continues that relationship, allowing cooperation and assistance of routine and emergency law enforcement across jurisdictional lines through December 31, 2026. There is no impact on the budget for this item.


3. Request Ratification of Payment of DSK Law Invoice #493256, Invoice #496199, and Invoice #496439 in the aggregate amount of $53,239.32 for Investigative Services. DSK Law presented three (3) additional invoices for investigative services to be paid under Purchase Order #24-00872 as follows:


• Invoice #493256 dated 11/06/2023 in the amount of $14,798.82

• Invoice #496199 dated 12/18/2023 in the amount of $15,955.50

• Invoice #496439 dated 12/22/2023 in the amount of $22,485.00  


To date, invoices paid against Purchase Order #24-00872 total $102,573.20, inclusive of the invoices referenced herein.  Staff requests ratification of payment of the invoices.


4. Request Ratification of Payment of Roper PA Invoice #84847 and Invoice #85341 in the aggregate amount of $570.00. Roper PA presented two (2) additional invoices for city attorney services as follows:


• Invoice #84847 dated 11/02/2023 in the amount of $342.00

• Invoice #85341 dated 12/01/2023 in the amount of $228.00


The invoices were processed and paid on November 13, 2023 and December 21, 2023, respectively. Staff requests ratification of payment of the invoices.


5. Request Authorization to Purchase Electric Distribution Materials from Gresco Utility Supply Incorporated to replenish inventory stock for the Electric Utility Department. This is a request for City Council to authorize the purchase of Electric Distribution materials from GRESCO Utility Supply in the amount of $137,204.46, to replenish Mount Dora Warehouse inventory stock for the Electric Utility Department.


6. Request Approval of Task Authorization with Faden Builders in the Amount of $480,700.00 for the Renovation of Frank Brown Park. This project is critical for programs run by the City as well as programs run by partner organizations. The project will level, re-sod, and renovate the multipurpose field and softball fields. The project will also add much needed shade with pavilions and shade structures, and water fountains that do not currently exist in a park with high demand for these features. City recreation programs, Pop Warner, Babe Ruth, and other rentals have brought a major increase in foot traffic to this park. This leaves the sports fields in disrepair near the start of the season with inadequate available time for repair during the short window of downtime. The new sod and irrigation will set this park up for much better fields moving forward.


ACTION ITEMS


1. Request Approval of Reimbursement of City Manager Patrick Comiskey for Attorney Fees and Costs Associated with Whistleblower Investigation. In accordance with the employment agreement between the City of Mount Dora and City Manager Patrick Comiskey, the city manager requests approval of reimbursement of attorney fees and costs incurred by the city manager in conjunction with the whistleblower investigation involving DSK Law. Total fees are $4,400.


PUBLIC HEARINGS - RESOLUTIONS/ORDINANCES


1. Request approval First Reading of Ordinance No. 2024-01, Annexation for SAF NOB US 441, LLC (1.40 Acres). The applicant has petitioned the City for annexation for three parcels (1.40 acres) located on the east side of US Highway 441 along the Orange County line. This action is for annexation only. The lands are eligible for annexation and are contiguous to existing city limit. The annexation further decreases existing enclave and is located within the City/County Joint Planning Agreement (JPA) boundary. These parcels, along with the adjacent lands, where sold from Harris property owner to SAF NOB US 441, LLC in April 2022. The Applicant proposes a future re-development for updates to the existing personal storage facility.


2. Request approval First Reading of Ordinance No. 2024-02, Small-Scale Future Land Use Map Amendment for SAF NOB US 441, LLC (1.40 Acres). The applicant is requesting an amendment to the City's Future Land Use Map. The proposed amendment will change approximately 1.40 acres. The Applicant proposes to amend the future land use map to change the parcels from Lake County Urban Low Density (4 du/ac) and County Industrial to City Industrial.


3. Request approval First Reading of Ordinance No. 2024-03, Change in Zoning for SAF NOB US 441, LLC (1.40 Acres). The applicant has indicated to staff it is their intention to utilize the 1.40 acres of lands for the redevelopment of the adjacent personal mini-warehouse facility under the same ownership.  The change in zoning is associated with annexation. The proposed WP-2 zoning district assignment is consistent with the adjacent industrial lands tithe north.


4. Request approval First Reading of Ordinance No. 2024-04, Designation of Historic Site for the Mount Dora Community Building. The application is for the land and historic structure to be designated as a "Historic Site" pursuant to the provisions of Section 3.6 of the City's Land Development Code. This action will result in placing the site in the City's Historic Site Listing and Marker Program. Pursuant to Land Development Code Section 3.6.3.c, the building has historical and cultural significance, as determined by the Historic Preservation Board. The 2008 site historical form also stated that the property "appears to potentially be eligible for recognition on the Local Register of Historic Places."

We immediately reconvene as the Northeast CRA Governing Board for one action item:


ACTION ITEMS


1. Request Approval of Agreement with Habitat for Humanity of Lake-Sumter Florida, Inc., Related to the Home Repair Grant Funding Program, and Approval for the Mayor to Execute on Behalf of the Northeast+ CRA. This agreement with Habitat pertains to the property located at 255 E. Jackson Avenue. This grant will allow Habitat to install a new roof and windows, and make the necessary life safety improvements to the home. As part of this project, Habitat will demolish an unsafe structure located adjacent to the home they are repairing at 255 E. Jackson Avenue. This agreement will additionally authorize Habitat to move forward with the repairs on two more homes that meet the requirements of the Northeast CRA Grant and the Habitat Repair Program. Each home will not exceed a grant amount of $25,000 from the Northeast CRA. In order to receive the $25,000 maximum grant award, total repair costs for the home must total at least $50,000, including materials, labor, and other typical associated construction costs.
