CONSENT AGENDA


1. Request Approval of Task Authorization #8 with Bellmore Enterprises, Inc. Authorizing Underground Conduit Installation for the new development Bristol Park Apartments Project. This project is part of the new development, Bristol Park Apartment Project, that is building 300 units of apartments between US 441 and Limit Avenue, and is considered a developer reimbursement. The City will utilize the contract services from Bellmore Enterprises Incorporated, for underground duct-line work and conduit. Total cost of the of work to be performed under the Task Authorization is $128,105.00.


2. Request Approval of Task Authorization with Faden Builders, Inc. for WWTP #1 Reject Pond Repairs. The WWTP#1 reject water storage pond is in need of repair, which includes replacement of the concrete drain structure and repair of the pond liner. This is work that was contemplated as part of the alternative maintenance improvement program introduced to City Council in March 2023. The total cost of the project, $110,737.06


3. Request Ratification of Application for a $5,000 Grant from the Mount Dora Community Trust to Provide Smoke Detectors to Low-income and Elderly Households. Staff requests City Council ratify the application for a $5,000.00 grant from Mount Dora Community Trust (MDCT). The grant will be used to purchase smoke detectors for the Mount Dora Fire Department Smoke Detector Campaign. Smoke Detectors will be provided to a targeted population (Low Income and Aging Population) to give these home a way to be alerted in the event of a fire. The grant application will be presented to the MDCT approval board on January 18, 2024, at the MDCT Grant Distribution Meeting.


4. Request Approval of City Attorney Invoices for Services Rendered November 16, 2023 through December 15, 2023. City Council retained Shepard, Smith, Kohlmyer & Hand, P.A. on or about September 19, 2023.  To date, the total amount invoiced by the firm is $52,896.50.  The current month's billing totals $33,860.50.  Because the cumulative amount billed exceeds the City Manager's signature authority, staff requests City Council to approve the invoices from Shepard, Smith, Kohlmyer & Hand for services rendered from November 16, 2023 through December 15, 2023. Additionally, because the City Attorney is a direct report of City Council, future bills will be presented to City Council for approval on a monthly basis.


ACTION ITEMS


1. Request Approval for Code Lien Waiver for 324 E. Jackson Avenue (Unsafe Home/Structure, Overgrown, and Junk/Debris). This is a request for City Council to consider a lien waiver request for 324 E. Jackson Avenue. As of December 28, 2023, the owner has demolished the structure pursuant to a demolition permit (No.23-12-0012), which has cured the code issue.


2. Request Issuance of a Purchase Order to Lewis Tree Service Inc for Utility Tree Trimming and Vegetation Management Services. This is a request for City Council to approve the issuance of a purchase order in the amount of $350,000 to Lewis Tree Service under the master services agreement with Florida Municipal Power Agency (FMPA) related to Utility Tree Trimming and Vegetation Management Services.


3. Request Approval of Piggyback Agreement Between City of Mount Dora and WESCO Distribution Inc. Related to the Purchase of Electric Distribution Material. This agreement is an excellent opportunity for the City of Mount Dora.  It is our understanding that WESCO has an alliance with only Jacksonville Electric Authority and OUC to supply their transformers and now WESCO is giving Mount Dora the opportunity to participate, as long as we agree to the same transformer specifications as OUC. Approval of the piggyback agreement with WESCO will strengthen our future purchasing capabilities and help us maneuver through the supply chain disruptions while providing economies of scale.


PUBLIC HEARINGS - RESOLUTIONS/ORDINANCES


1. Request Approval of Resolution No. 2024-02, Amending Employee Annual Leave Time Eligibility and Rate of Earning Policy. In an effort to attract qualified, experienced candidates; to reflect what is understood to be the established practice; and to clarify conflicting policy language, staff recommends amending the policy to allow the city manager the authority to grant a greater leave allocation commensurate with years of service and experience in the same or similar capacity as the position for which an employee was hired.
