CONSENT AGENDA

1.  Request Approval of Task Authorizations with Faden Builders for the Renovation of Gilbert Park Restroom, Renovation of Sunset Park Restroom, and the Construction of Summerview Park Basketball Court. This is a request for City Council to approve the task authorizations with Faden Builders for the renovation of Gilbert Park Restroom, renovation of Sunset Park Restroom, and the construction of Summerview Park Basketball Court. $168,500 is budgeted for the Gilbert Park and Sunset Park restroom renovations and $100,000 is budgeted for the Summerview Basketball Court project.

2.  Request Approval of Meeting Minutes-January 22, 2024 City Council Special Meeting

ACTION ITEMS

1.  Interlocal Agreement Between Lake County and the City of Mount Dora for Vista Ridge Drive. The construction of an East-West connector roadway, called "Vista Ridge Drive," is a key component in the mobility and connectivity strategies as identified in the Implementation Plan. The proposed roadway segment will:

Serve as a parallel alternative roadway to SR 46;

Provide additional access to lands/projects north of SR 46 by connecting Niles Road and Round Lake Road;

Provide an opportunity for connecting local trails to the proposed Wekiva Trail; and

Provide an alternative route for Wolf Branch Road traffic and an additional direct access to Wolf Branch Innovation District.

Following the City and County collector roadway designation of Britt Road, Niles Road, planned Vista Ridge Drive, and planned Wolf Branch Innovation Boulevard, the County reached out to the City staff to formalize sections of the overall roadway system, mainly pertaining to the access connecting to the Round Lake Charter School and Real Life Christian Church with the anticipation of the County installing a traffic signal and constructing a portion of Vista Ridge Drive along the southern property lines of the school site. In addition, the County has been approached by the developers of the Vista Hills apartments and commercial City PUD at Niles Road for County transportation impact fee credits to offset a portion of the developer's cost of extending Niles Road via SR 46. The Interlocal Agreement between the City and County will ratify the planned Vista Ridge Drive. As a follow-up to the June 12, 2023, City Council Workshop on the details of this agreement, all items of concerns have been addressed. The attached final version is acceptable to staff and has been reviewed by the County.

PUBLIC HEARINGS - RESOLUTIONS/ORDINANCES

1.  Request approval First Reading of Ordinance No. 2024-05, 1st Amendment PUD Master Plan for Vista Hills. The Applicant is requesting a PUD (Planned Unit Development) Amendment to allow for an extension of the approval of a parking reduction and for a four (4) year (48-month) extension of the PUD. The Applicant requests an extension of the PUD to allow for sufficient time for the City of Mount Dora and Lake County to finalize the agreement regarding the Niles Road extension, finalize the agreement regarding shared storm water for the roadway, and prepare construction plans. The Applicant believes the parking supply required by the LDC is higher than the demand the development is expected, and requests to reduce the parking calculation to allow 1.52 spaces per unit including visitor parking, resulting in 672 required parking spaces for the multi-family development.

2.  Request Final Reading and Adoption of Ordinance No. 2024-06, Amendment to Section 42-203 Mount Dora Code of Ordinances Operator of a Golf Cart Minimum Driver's Age. A recent State law enacted under House Bill 949 prohibits a person under 18 years of age from operating a golf cart on certain roadways unless he or she possesses a valid learner driver's license or valid driver's license; prohibiting a person 18 years of age or older from operating a golf cart on certain roadways unless he or she possesses a valid form of government-issued photographic identification. This law took effect on July 1, 2023. The original golf cart Ordinance No. 2023-06 adopted on June 20, 2023, restricted drivers to a minimum of 16 years of age.
