CONSENT AGENDA - The Consent Agenda passed 5-0 (Councilmember Guenther & Vice Mayor Crail were not in attendance)


1. Request Issuance of Certificate for Historic Marker at 844 N. Clayton Street - "The Bouton Cottage"


2. Request Approval of Amendment to the Interlocal Agreement between Lake County and the City of Mount Dora for Library Services

4. Request Approval of Resolution No. 2022-44, Authorizing a Credit to the Accounts of Residential Reclaimed Water Customers for Certain Sewer Fees

ACTION ITEMS


1. Request Approval to Waive Fees for Use of the Martin Luther King Center by ALCO. This passed 5-0


2. Request Approval of Agreement between the School Board of Lake County and the City of Mount Dora for School Resource Officer Program 2022-2023. This passed 5-0


3. Request Establishment of City Boards and Committees Membership Standards Based on Council Survey Results. City Council provided direction to the City Attorney to draft amendments to the Resolutions which created the various City Advisory Committees to establish Membership Standards for each Board/Committee. The direction included a consensus by City Council to include the following:

  • 2 year terms limit of 4 consecutive terms on the same board
  • A one term break will be required if the member wishes to be reappointed to the same board
  • City residency is required (current members not residing within the City will fulfill their current term)
  • Attendance and voting rights are permitted via Zoom for no more than 3 meetings per year unless there is an extenuating circumstance (City Manager’s discretion)


PUBLIC HEARINGS - RESOLUTIONS/ORDINANCES


1. Request Adoption of Resolution No. 2022-22, Sandy Ridge Village Replat. This passed 5-0


2. Request Approval of First Reading of Ordinance No. 2022-09, Change in Zoning – Daniel C. and Judith Ann McWhorter. This passed 5-0


CITY MANAGER'S REPORT


1. City Manager's Update - based on the continued increase in fuel costs the City has raised electric utility rates effective July 5, 2022. The average home using 1,000 kWh will see an increase of roughly $14/month on their next utility bill.
