PRESENTATIONS

1. Proclamation for Earth Day

2. Certificate of Recognition - a Certificate of Recognition was presented to Mount Dora resident Mrs. Lorraine Bowman, for her 75th Birthday while recognizing her years of community involvement and service to Mount Dora.

3. Wastewater Utility Impact Fee Study Status Report (Raftelis) - the report, as presented, proposes an increase in our Wastewater Utility Impact Fee. Currently this one time connection fee, paid by developers for new construction, is $4,215 per residential connection to sewer. After a rate study completed by Raftelis, the new rate is proposed to increase to $7,975 per residential connection to sewer.

4. Mount Dora Fun Fact - there are 67 counties in Florida, each awards a Principal of the Year. Mount Dora High School Principal, Marlene Straughan, was named Principal of the Year this year. It has now been announced that she is a top three finalist in all of Florida for Principal of the Year. Congratulations Ms. Straughan. We’re pulling for you.

1. Request Approval of a Task Authorization with Faden Builders, Inc for Rehabilitation of the South Ground Storage Tank at Water Treatment Plant No. 1

2. Request Approval to Apply for the Environmental and Climate Justice Community Change Grant and Request Authorization for the Mayor to Sign the Application Once Complete

3. Request Approval of Task Authorization with Kimley-Horn and Associates, Inc. for Supply of Odor Monitoring Equipment and Related Services

4. Request Approval of Piggyback Agreement with American Sidewalk Management for Sidewalk Inspection, Grinding, Removal, and Repairs

5. Approval of Employment Contract with Vince Sandersfeld, Acting City Manager

ACTION ITEMS

1. Request Approval of Real Property Purchase Agreement for 308 E. 5th Avenue. Passed 7-0.

PUBLIC HEARINGS - RESOLUTIONS/ORDINANCES

1. Request Approval of Resolution No. 2024-04, Nathan's Corner Plat (3 Duplex Lots and 3 Single-Family Lots). Passed 7-0.

2. Request approval of First Reading of Ordinance No. 2024-08, Amendment to Section 3.5 of the Land Development Code Donnelly Street Setback Requirements. Passed 7-0.

3. Request  approval of First Reading of Ordinance No. 2024-09, Amendment to Section 34-127 of the Mount Dora Code of Ordinances General Employee Retirement System to Clarify Fire Chief Optional Inclusion. Passed 7-0.

4. Request Adoption of Resolution 2024-01, Adoption of Cybersecurity Framework. Passed 7-0.

5. Request Adoption of Resolution No. 2024-11, Approving Fireworks Launch and closure of Grantham Point and Simpson Cove Docks Closure on May 25, 2024, Corn Festival Event. Passed 7-0.

6. Request approval of Resolution 2024-12, Establishing a Charter Review ad hoc Committee. Passed 7-0. The Committee will include: Ozell Ward, Lynn Tipton, Josh Hemingway, Kay Volmar, Frank Kirwin, Adrian Coombes, and Tom Hudson.
