BOARD APPOINTMENTS


1. Planning and Zoning Commission - The Planning and Zoning Commission has 1 (one) vacant seat which will expire on December 31, 2022. Vacant, District 3, Councilmember Guenther.

2. Lake County Arts and Cultural Alliance - This is a request from the Mount Dora Center for the Arts to have the City Council appoint Jackii Molsick as the City of Mount Dora's alternate representative on the Lake County Arts and Cultural Alliance.

ACTION ITEMS


1. Request approval to waive fees for Mount Dora Pop Warner. This is a request for City Council to waive fees associated with Mount Dora Pop Warner Football League's use of the Frank Brown multipurpose field for four (4) games in September and October of 2022. The amount proposed to be waived is $580.00.


2. Request approval of the Agreement between The Charter Board for Round Lake Elementary School and the City of Mount Dora for School Resource Officer Program 2022-2023. This is a request for City Council to approve a renewal of a yearly agreement between The Charter Board for Round Lake Elementary School and The City of Mount Dora for the 2022-2023 School Resource Officer (SRO) Program.


3. Request approval of the Agreement between the City of Mount Dora and Borrelli + Partners, Inc., for Design and Engineering for the Community Resource and Recreation Center. This is a request for the City Council to Approve the Agreement with Borrelli Partners for Design and Engineering for the Community Resource and Recreation Center. The contract outlines a two-phase design process.  The first phase will include finalizing the space and use plan, schematic rendering, and architects' estimated construction costs.  This Phase will take up to 120 days to complete and be funded out of the adopted FY21-22 Northeast CRA Budget.  Phase 1 will cost $385,624. Phase 2 will consist of 100% construction drawings for the facility to be constructed.  Phase 2 will cost $638,954 and will be funded out of the FY 22-23 Northeast CRA Budget.  Phase 2 will take 180 days to complete, once phase 1 is completed.


PUBLIC HEARINGS - RESOLUTIONS/ORDINANCES


1. Request approval of First Reading of Ordinance No. 2022-40, Change in Zoning – Lake County Water Authority (Greenbelt Zoning). The Lake County Water Authority has assembled numerous parcels as a conservation (environmental) land area of the Wolf Branch Sink Preserve. The preserve is located at the east end of Robie Avenue, east of Highway 441 and south of State Road 46. The 154-acre preserve contains a small waterfall and active sink to an aquifer feature. These lands were recently annexed (Ordinance No. 2022-39 on June 21, 2022). The current County zoning districts are inconsistent with the property's land use and the current use of the property. Current zoning is County Light Manufacturing (LM) County R-1. The City's Greenbelt (GB) Zoning District is an appropriate assignment for conservation lands. There are no budgetary impacts on the City relative to the processing of the rezoning action.


2. Request approval of First Reading of Ordinance No. 2022-11, Annexation for Mt. Dora Hills, LLC, et al (36.61 Acres). The applicant has petitioned the City for annexation for several parcels (36.61 acres) located south of SR 46 and east of Buttercup Lane. This action is for annexation only. The lands are eligible for annexation, contiguous to existing city limits adjacent to the south and located within the City/County Joint Planning Agreement (JPA) boundary. Annexation can occur adjacent to the railroad right-of-way. Master Fee Schedule Resolution No. 2022-03, adopted on January 18, 2022, allows for waiving fees as an annexation incentive program. The annexation application fee of $2,000.00 has been waived.

2. Request approval of Agreement with Habitat for Humanity of Lake-Sumter Florida, Inc., related to the Home Repair Grant Funding Program, and authorization for the Mayor to execute on behalf of the Northeast CRA. This grant requires a dollar-for-dollar match not to exceed $25,000 per home and the home must be owner-occupied.  To date, no homeowner in the Northeast has been able to provide matching funds to utilize this program.  When Habitat for Humanity of Lake and Sumter County found out that these funds were available, they decided to start their own fundraising efforts to provide the matching funds for homeowners in need.  So far, Habitat has raised over $90,000 of matching funds.  Additionally, Habitat is a licensed contractor and, as a not-for-profit, the dollars will go further to repair more homes. Staff recommends utilizing $25,000 of the $175,000 of the available balance of the Economic Development Incentives.
