APPROVAL OF AGENDA

CONSENT AGENDA

1. Request Approval of a Three-year Microsoft Enterprise Agreement (EA) Under the Omnia Contracting Agreement. A Microsoft Enterprise Agreement will provide software licensing for the most current versions of Microsoft's various server operating systems, desktop operating systems, client access licensing (CALs - client licensing to access various server products), and a suite of Office products.  The EA simplifies budgetary planning and license administration and ensures compliance. The proposed cost of the Enterprise Agreement is $54,236.63 annually.

2. Request Approval of Piggyback Agreement with Shelley's Septic Tank, Inc. for Biosolids (Sludge) Stabilization and Disposal Services. Shelley's SepticTank, Inc. has served the City of Mount Dora for over ten years, providing a complete sludge removal and disposal service. Shelley's Septic Tank, Inc. currently takes sludge generated by the City wastewater treatment plants and transports the sludge to their facility where it is stabilized and disposed of. Our previous piggyback agreement through a City of Oviedo contract has expired. That expiration necessitates this proposed Port Orange piggyback agreement.

3. Request Approval of Piggyback Agreement with Asphalt Paving Systems, Inc. for Pavement Maintenance and Rehabilitation Services. The City piggybacked on a Sumter County 2021 contract with Asphalt Paving Systems, Inc. That Sumter County contract expired in 2023. Sumter County elected to enter into a new contract with Asphalt Paving Systems, Inc. at that time with updated pricing. This item is to renew our piggyback relationship under Sumter County's current contract. The contract includes various categories of asphalt pavement maintenance work, traffic loop replacement, and pavement markings, among other things.

4. Request Approval of Amendment 2 to the Agreement Between the City of Mount Dora and Accurate Power and Technology, Inc. On October 1, 2019, under Resolution No. 2019-156, the City Council approved a maintenance service agreement with Accurate Power and Technology, Inc. for the maintenance and service of City buildings and lift station generators. The agreement was for an initial period of 3 years with the option of two additional one-year extensions. This is the last extension under the current contract.  

5. Request Authorization for Mayor to Execute the Florida Recreation Development Assistance Program Notice of Site Dedication and Limitation of Use for Forest Preserve. The Forest Preserve project was awarded a $50,000 Florida Recreation Development Assistance Program (FRDAP) grant in 2021 and affirmation of this notice is required for recipients. The stipulation by the State of Florida Recreation Development Assistant Program to require recipients of its grants to maintain the amenity for the public at reasonable times and operate it in a safe and attractive manner without changing its use as described in the grant application is customary and usual. This agreement is required prior to the City of Mount Dora submitting requests for reimbursement of the $50,000 grant

6. Request Approval to Apply for Florida's Urban and Community Forestry-Inflation Reduction Act Grant (UCFIRA) and Request Authorization for the Mayor to Sign the Application Once Complete. The primary purpose of the Urban and Community Forestry-Inflation Reduction Act grant program is to promote better urban forest management and to provide resources necessary for the retention and expansion of community tree canopy throughout the State of Florida. Trees are a vital component of urban infrastructure, but trees must be properly managed to maximize the benefits they provide to the community. By properly managing their urban forest, communities can increase property values, tourism appeal, and the physical and mental health of residents, while reducing storm water runoff, energy consumption, and air and water pollution.

7. Request Approval to Apply for the Cultural Facilities Grant and Request Authorization for the Mayor to Sign the Application Once Complete. The Cultural Facilities Grant is a 2:1 matching grant providing funding to organizations that further the State's cultural objectives through conducting, creating, producing, presenting, staging or sponsoring cultural exhibits, performances, educational programs, or events. Organizations may apply for up to $500,000.00 in state funds to support their arts and cultural programming. Therefore, the potential additional impact on the budget if awarded the full grant amount would be $1,000,000 for the funding of the Mount Dora Community Resource and Recreation Center.

ACTION ITEMS

1. Request Approval of Memorandum of Agreement between the City of Mount Dora and the Florida State Lodge Fraternal Order of Police, Inc. In an effort to create a compensation package to improve recruitment, retention, and a positive environment, the City of Mount Dora and the Florida State Lodge of the Fraternal Order of Police (FOP) have agreed to a thirteen percent (13%) wage increase for the sworn members of the Mount Dora Police Department. Additionally, the City of Mount Dora and the Florida State Lodge Fraternal Order of Police, Inc. have agreed to increase the compensation rate for outside police services. The cost of the thirteen percent (13%) wage increase is projected to be $262,400.00.  The funding for the wage increase will be covered by the unused funds from the unfilled positions the police department experienced during the first half of the fiscal year.

PUBLIC HEARINGS - RESOLUTIONS/ORDINANCES

1. Request Adoption of Resolution No. 2024-08, Adding Friday, July 5, 2024, to the City's Observed Holiday Schedule. This is a request for City Council to adopt Resolution No. 2024-08, adding Friday, July 5, 2024, to the City's Observed Holiday Schedule.

2. Request Adoption of Resolution No. 2024-10, Signing of Acknowledgment of Statewide Mutual Aid Agreement. This is the 2023 version that replaces all previous agreements. The Emergency Management Act, chapter 252, Florida Statutes, provides each local government of the state with the authority to develop and enter into mutual aid agreements within the state for reciprocal emergency aid in case of emergencies too extensive to be dealt with unassisted, and through such agreements ensure the timely reimbursement of costs incurred by the local governments which render such assistance.

3. Request Final Reading and Adoption of Ordinance No. 2023-17, Mount Dora Groves South Annexation for Simpson Family Partnership LTD and Mount Dora Groves Co. Inc., (80.70 Acres). The applicant has petitioned the City for annexation for a collection of parcels located on the south side of US Highway 441. The site directly borders the city limits on the south, east, and west. The annexation will complete the existing jurisdiction enclave. The site is located in the City's Joint Planning Area (JPA) and eligible for annexation.  The first reading of the annexation occurred at a Special City Council meeting held on August 28, 2023. The adoption cycle of the annexation follows the Pre-Annexation Agreement, which was approved at this same meeting. Ordinance No. 2023-17 is for the southern portion only, as the northern portion of this annexation group is tracking under a separate cycle.

4. Request Final Reading and Adoption of Ordinance No. 2024-05, 1st Amendment PUD Master Plan for Vista Hills. The applicant is requesting an Amendment to the Vista Hills PUD Master Plan approved under Ordinance No. 2022-20 on December 20, 2022.  The main changes associated with the proposed PUD Amendment include the extension to the PUD Master Plan to four years in lieu of a one-year time limitation; and modifications to the multifamily parking formula. The PUD Master Plan allows for a maximum of 442 residential units (24.91 acres) and 55,000 square feet commercial (8.07 acres).
