Board Appointments

Consent Agenda-Remember the entire Consent Agenda is approved with one voice vote of the Council unless a Councilmember pulls one or more items for further discussion.

  1. Request Approval of Interlocal Agreement between Lake County and the City of Mount Dora for ARPA Grant related to the AWE Literacy Terminals through Lake County Library System. This is a $20,359 grant to purchase six AWE early literacy stations. This comes at no cost to the City.
  2. Request Approval of Assignment between Fred Wilson and Associates Inc. and Chen Moore and Associates Inc. Fred Wilson and Associates are a consultant to the City. They have been acquired by Chen Moore and Associates. This is a request to accept the assignment of Chen Moore and Associates as our new consultant for Electric Utility Services.
  3. Request Adoption of Resolution Number 2021–135, Approval of Lake County designating Vista Ridge Drive and Innovation Boulevard as City Collector Roadways. As a result of the Wolf Branch Innovation District Plan it is recommended that a secondary roadway network be designed to provide a robust level of movement for a vehicular traffic. These roadways will connect Wolf Branch Rd across SR 46 and down to CR 437.
  4. Request Adoption of Resolution Number 2021–137, Lake County Multi-Jurisdictional Hazard Mitigation Plan. The Florida Division of Emergency Management and the Florida Emergency Management Agency recommend that all local governments, in cooperation with their local County emergency management agency, develop and maintain a hazard mitigation plan. This is a request to adopt the County’s plan.
  5. Request Authorization to Declare Surplus Property. The fire department has two assets to dispose of in the most cost-effective way possible: 2002 Sutphen Aerial Truck & 2007 Pierce Contender Engine
  6. Request Approval of Meeting Minutes
  7. Request authorization to close City Hall at noon on December 23, 2021 in observance of the holiday


Action Items

  1. Request Adoption of Resolution 2021-121, Acceptance of SJRWMD Grant for the Overlook Baffle Box. This item is to accept a cost share agreement which represents a 25% project cost share between the City and SJRWMD. This project has previously received a 50% match from the Lake County Water Authority. Combining the two grants will reduce the City’s capital expense for this project. The total planned cost is $179,300. The purpose of this baffle box is to filter/collect debris from flowing stormwater before it enters Lake Gertrude.


Public Hearings

  1. Final Reading of Ordinance 2021-19, Comprehensive Plan Text Amendments. House bill 59 became effective on July 1, 2021 which requires that every City and County in Florida must adopt a private property rights element. If the City does not comply then no other future Comprehensive Plan amendments will be processed by the State or can be adopted, which most immediately would not allow the Comprehensive Plan amendments to proceed.
  2. Consider request for reduction of imposed fines - 1209 Jackson St. Fines accrued on this property for overgrown vegetation and the City placed a lien against the property totaling $21,019. The property owners have requested a reduction of imposed fines and are requesting to reduce the imposed fines to no more than $12,150.

Discussion Items

  1. Home Repair Grant Partnership Agreement with Habitat for Humanity of Lake and Sumter County, Inc. This grant requires a dollar for dollar match not to exceed $15,000 per home and the home must be owner occupied. Habitat for Humanity has raised over $90,000 in matching funds for homeowners in need.
  2. Community Event & Program Sponsorship Application for Unite the Block Unity Day 2022. This community event is scheduled for January 15, 2022 at 11am beginning at the Martin Luther King, Jr. Center and walking in unity to Frank Brown Park. The applicant has requested a $3,000 grant from the Northeast CRA to offset costs.
  3. Community Event & Program Sponsorship Application for African-American History Festival 2022. This community event is scheduled for February 12, 2022 in and around Cauley Lott Park. The applicant has requested a $15,500 grant from the Northeast CRA to offset costs.
